网络的发展使我们走入信息时代,我们表达言论的方式有了新的改变。随着上网人数的增多,越来越多的人开始使用互联网表达自己的观点与看法,这些观点与看法汇聚成一股网络舆论,对社会生活的各个方面起到了不可忽视的监督作用,这就导致新的监督模式----网络舆论监督的产生。
本文在翻阅、搜集和整理大量资料以及参考文献的基础之上,首先提出“网络舆论监督”的概念并对其特征进行概述;紧接着采用个案分析和内容研究的方式,研究网络舆论监督的正效应与负效应,重点分析其正效应所带来的扩大了网民的权利,提高执政效率,成为抑制腐败的“防腐剂”以及促使网上追逃的产生等积极影响与负效应所导致的“把关人”弱化造成信息失真,非理性因素产生网络暴力以及缺乏法律制度保障,侵权行为频发等消极后果;最后则针对我国网络舆论监督的弊端,完善网络舆论监督环境提出了完善相关法律法规,加强媒体合作,提高网民素质等途径及对策,探讨如何正确发挥网络舆论的监督作用。
