建筑业是国家的基础产业,我国建筑业由于技术含量低、生产效率低等问题导
致竞争力低下。将供应链管理思想引入建筑业是提高建筑企业竞争力的重要途径之
一,而供应商评价是实施供应链管理的有待解决的主要问题。鉴于材料成本在工程
成本中的极端重要地位,本文将研究视点聚集在材料供应商评价上。材料供应商评
价具有指标多、数据量大、信息关联度大、透明度低等特点,具有高度的非结构化
特征,决策过程复杂,难以用单一方法解决。解决这一问题的有效手段之一是将现
代评价理论和新的算法应用于建筑材料供应商评价工作的实践,优化评价的效率。
二是采用先进信息处理技术,建立建筑材料供应商评价智能决策支持系统。
本文首先研究了建筑供应链管理模式的特点,提出了基于供应链管理的建筑材
料供应商关系定位和评价指标体系。
然后分析了当前供应商评价方法存在的问题,重点分析了基于粗糙集(Rough Set,
RS)和基于支持向量机(Support Vector Machine, SVM)的评价方法存在的问题。提出了
结合粗糙集和支持向量机理论的建筑材料供应商评价决策模型,其基本原理是:利
用粗糙集对数据进行预分类,获得规则和最优属性子集,提取 SVM 训练集;利用支
持向量机对预分类后的训练集进行配对二元分类,得到判别函数。接着给出了基于
此算法的 IDSS 的总体结构设计。
最后,结合某公司采购管理的实践背景,给出了一个建筑材料供应商评价实例,
证明决策模型的有效性和正确性。

Abstract
As the basic industry of the country, Chinese construction industry suffered low
competence caused by technoledge weakness and low production performance. It is an
important way to promote petence by introducing and applying the Supply
Chain Management. Supplier evaluation is the first problem to be resolved. This paper
focuses on the material supplier evaluation because of the vital importance of material cost
possessing in the project cost management. Supplier evaluation contains several
characteristics as below: the many indicators, the large scale records, the great relative
degree, the low transparency etc., with the high un-structural feature, which leads to a
complicated process of decision making and the difficulty to solve the problem in a single
way. One of the effective settlements is to apply modern evaluation theory and new
calculating method into the practice of supplier evaluation in order to improve the
accuracy of evaluation. The other is to adopt the advanced information processing
technology such as setting up a supplier evaluation intelligent decision support system.
