张天渠联合站事故应急救援系统研究
摘要:联合站的工作介质为原油和天然气,它们具有易燃、易爆、易泄漏中毒等特点,一旦发生事故,后果严重,因此联合站是一个高危场所。制定事故应急救援预案是风险控制措施的一个重要组成部分,可以有效地防止事故的扩大,减轻事故造成的人员伤亡、财产损失、环境破坏,维护社会稳定。针对这一问题,首先通过对张天渠联合站的工艺流程和危险危害因素的分析,分别建立了以火灾爆炸事故、泄漏事故为顶事件的故障树,通过布尔代数法求出最小割集,并对基本事件结构重要度进行排序,分析出了需要重点防范的最危险因素。在此基础上对应急救援预案进行了研究,编制了张天渠联合站的综合应急救援预案、火灾爆炸和中毒泄漏的专项应急救援预案,一旦发生事故,应急救援预案应立即启动,及时地响应,这对降低事故的危害程度有指导意义。该应急救援预案对联合站发生的火灾爆炸事故、泄漏中毒事故的预防与控制有一定的参考意义。

Research on Accident Emergency Rescue System for Zhangtianqu Joint Station
Abstract: The working medium of the joint station are oil and natural gas. They are easy to occur accidents of fire and explosion, poisoning and leakage, and the consequences are serious, so joint station is a place of high-risk. It is an important part of risk control measures to make accident emergency rescue plan, it can effectively prevent enlargement of an accident, reduce casualty, property loss, environment destruction caused by the accident, maintain social stability. According to this problem, by analyzing process and risk factors of the Zhangtianqu joint station, established fault tree of the fire and explosion accident, leakage accident of Zhangtianqu joint station respectively, by Boolean algebra method, obtained the minimum cut sets and sorted structure importance, analyzed the most dangerous risk factor. On this basis, the emergency rescue plan was studied, prehensive emergency plan, fire and explosion, poisoning and leakage for special emergency plan of Zhangtianqu joint station, when an accident was occurred, it can respond in time to reduce the degree of accident hazards guide. The emergency rescue plan has a certain reference value to the prevention and control for fire and explosion accident, poisoning and leakage accident of joint station.
