【摘要】本文介绍了健康管理的内涵及步骤,阐述了发展社区健康的意义,认为进行社区健康管理是破解“看病贵、看病难”的关键所在,同时也是切合中医\"治未病\"的重要举措。并在新医改形势下,就社区健康管理发展战略问题对社区卫生服务机构进行了SWOT分析,指出了社区卫生服务机构的优势、劣势、威胁和机会,并就社区卫生服务机构在优势———劣势和机会———威胁这两个维度组合的情形下,如何发展进一步发展社区健康管理提出了建议,如转变观念、加强健康教育、注重人才培养、构建信息化平台、建立中心医院和社区卫生服务中心的良性互动机制等.

【Abstract】 This paper described the contentand process ofhealthmanagement, expounded the significance of the development munity health, and according to the research, community healthmanagementwas the key ofcracking the problem of“inade- quate and overly expensivemedical services”, at the same time, itwas also an importantmeasure tomeet the notion of traditional Chinesemedica,l“prevention of disease”. The paper also made a SWOT analysis about munity health services for munity healthmanagementdevelopment strategy in the situation of the newMedical reform, and pointed out munity health service center’s strengths,weaknesses, threats and the last,we gave our suggestion how to develop fatherly munity healthmanagement, such as updating notion, strengthen health education, personnel training, construction of infor- mation platform, the establishment ofmechanisms for positive interaction among central hospitals munity health service centers and so on, in the situation of two bined-the strength-weaknesses and opportunities-threats.
