摘要
电子政务是在信息化世界大趋势背景下出现的一种新的政府工作模式,是当今世界
发展的大趋势,是我国政府治理,政府行政效率改善的重要方式。而电子政务发展的关
键在于绩效评估,只有建立既具有理性又具有可行性,既系统科学又清楚实用的电子政
务绩效评估体系,才能实现电子政务向标准化、集约化,高效化方向健康发展。因此,
本文在参考和总结世界各国电子政务绩效评估体系和相关文献的基础上,采用平衡计分
卡的理论框架构建适用于我国的电子政务绩效评估体系,将电子政务的目标划分为 4 个
层面:财务层面,客户层面,内部流程层面和学习和成长层面,并在该 4 个层面的基础
上确定出 12 个评估目标,19 个一级指标和 34 个二级指标,并确定出了相关权重和赋值
的方法,建立了一个既具有层次性,又具有综合性的科学的电子政务绩效评估体系,提
出通过权重的改变增加该电子政务评估体系的适用性。进而对西安市未央区的电子政务
建设情况进行了介绍,并采用该评估体系对我国西安市未央区的电子政务建设情况进行
绩效评估,认为我国西安市未央区的电子政务建设取得了一定成就的同时也存在着一定
的问题。最后在对西安市未央区的电子政务建设进行绩效评估的基础上给出了相应的改
进建议和总结。

ABSTRACT
E-government is a new kind of government working pattern under the tendency of
worldwide informationization. It’s an important way to improve the efficiency of our
country’s administrative management. The implementation of e-government is the focus of
current informationizational mission. Through e-government, we can share information
between departments, integrate resource between divisions and optimize the procedure. It has
a great significance in deepening the reform of administrative system, supporting the
transformation of government functions, constructing the information platform of
management innovation and promoting the level of service government. The key to the
development of e-government lies in the performance evaluation. Only by building a
reasonable and feasible performance evaluating system of e-government, can we implement
e-government toward the healthy direction of standardization, intensification and efficiency.
