摘要
经济社会发展的最终目的是为了最大限度地满足人的需求,实现人的权
利。当今世界,公民文化权利保障和实现与否成为衡量各国政府公共服务职
能优劣的重要指标。作为公共文化服务体系的重要组成部分,中国的公共图
书馆发展起步较晚,计划经济时期的理念、体制、机制在其发展过程中留下
了深刻的时代烙印。随着市场经济的迅速发展和信息时代的到来,公共图书
馆面临的挑战越来越多,加快服务创新成为重要课题。
本文从公共文化服务的一般研究入手,提出了加强公共文化服务的重要
意义。进一步聚焦公共图书馆,从其传统文化服务功能出发,分析公共图书
馆发展面临的机遇和挑战,积极借鉴国内外成功经验,提出公共图书馆创新
服务的现实基础。通过认真分析哈尔滨公共图书馆文化服务供给现状,查找
存在问题,提出创新文化服务的建议。

Abstract
Economic and social development of the ultimate goal is to maximize the
