文档介绍：中国海洋大学硕士学位论文我国乡镇政府执行力提升对策研究姓名:张宝璐申请学位级别:硕士专业:公共管理指导教师:赵宗金2011-06我国乡镇政府执行力提升对策研究摘 要乡镇政府作为管理农村、农民的最基层行政机构,在我国的行政体系中占有极其重要的地位。乡镇政府执行力是我国政府执行力的基石和重要组成部分,党和国家关于农村工作的路线、方针、政策、法律、法规、政策和指令等等,都需要依靠乡镇政府的领会、计划、组织、调控、监督来贯彻执行。从现实来看,地方政府执行力是我国政府运行体系中薄弱的一环,极大地影响着政府能力建设,呈现总体顺畅但趋于弱化的现象,使得公共政策的应有效应在地方政府执行层面被片面化、短期化、折扣化,总体效应被减损,损害了政府公信力,削弱了中央权威,动摇了国家统治合法性基础。乡镇政府执行力不强已成为基层政府工作面临的主要问题之一,这不仅严重影响了基层政府的行政效能,而且极大地破坏了政府的公信力。因此,有必要对乡镇政府执行不力的成因以及如何提高乡镇政府的执行力进行深入探讨。本文正是基于以上背景,以基层政府执行力作为研究对象,运用系统分析法介绍乡镇政府执行力内涵以及构成要件,把政府执行力的执行环境、执行资源、执行主体、执行客体等构成要素进行综合的、整体的研究,分析各要素相互关联、共同影响的关系,从而正确把握乡镇政府执行力的概念,进而总结出乡镇政府执行力存在的问题,包括行政执行不规范,行政执行程序复杂,执行方式简单机械,行政执行执法不严,执行人员不作为、乱作为,并结合青州实际来对当前我国乡镇政府执行力现状进行成因分析,并在此基础上从执行网络构建、执行主体素质提高、执行力文化创建三大方面着手探索提升我国乡镇政府执行力的策略,打造高效能、强执行力的基层政府。关键词:乡镇政府执行力 问题 成因 对策 Research on strategy of improving the execute power of township government Abstract As a primary administrative body to manage the country,township government take a great part in our administrative system. The execute power of township government is the basis of power of the whole country. The lines,principles,policy,regulations and instructions of countryside depends on township government to carry out. From the aspect of reality,the execute power of township government is a weak point of our national government operations, it affects the government capability building to a weaken level, thus weakens the effects of the public policy, declines the judicial trust,cripples the authority,shakes the country to its law foundation. The weak execute power of township has e the main problems the primary government confronted. So it is necessary to carry out a research on the reasons and find the ways to improve the execute power. This paper,takes the execute power of township government as main object,introduces its connotation ponents. Besides, with the method of system bines with the reality of qingzhou,the paper gives a detailed explanation of the reasons of the status quo. Then explores the strategy of improving the execu
