摘要
随着生活水平的提高,人们对任何物质质量的要求越来越高。它不仅关系到
企业的发展壮大,更是客户满意的重要指标,因此质量是企业的生命。质量管理
是一门重要的综合性学科。概括起来,现代质量管理理论最早产生于 20 世纪 20
年代的欧洲,由于科技的发展,统计质量管理取代了原始的质量检验方法,由于
科学的不断完善和发展,在 20 世纪 60 年代,便产生了全面质量管理理论,这个
理论不仅涉及到那些只依赖于质量检验和运用统计方法的管理人员,还使全体人
员都参与到了其中,来保证工程建设项目质量目标能够顺利、高效地完成。其中,
质量控制是管理的一项重要职能,它不仅对工程建设项目的设计、施工、验收全
过程进行了实时控制和监督,而且也是有利于项目产生高额利润的基础和前提。
另外,工程项目是一种特殊的产品,它的复杂性、动态性、生命周期性等诸多特
点使其质量控制具备独有的特性。
本文根据内蒙古航天 220kV 变电站工程建设项目自身的特点,又结合了项目
质量控制的原理、方法和步骤,对该工程建设项目按照生命周期控制,即“事前
控制、事中控制和事后控制”的过程,从该工程建设项目的质量策划和保证方面、
质量过程控制方面、质量验收方面进行了实时控制研究。此外,针对如何能够提
高该项目建设的质量,提出了相应的防治措施,来提高项目建设的质量水平,并
为其他的施工项目在质量控制方面存在的缺陷问题提供了一定的帮助。

Abstract
With the improvement of living standards, the quality of any substance people have
e increasingly demanding. It is not only related to business development and
growth, is an important indicator of customer satisfaction, so the quality is the life.
Quality management is an prehensive discipline. To sum up, modern
quality management theory originated in the 20th century, 20 years in Europe, the
development of technology, statistical quality control to replace the original method of
quality inspection, due to continuous improvement and development of science in the
20th century, 60 years, have given rise to total quality management theory, the theory
not only to those who rely solely on the use of statistical methods for quality inspection
and management of personnel, but also to ensure that all personnel involved to which
the quality of construction projects to ensure objectives are essfully and efficiently
