摘要
工业是我国国民经济的支柱产业,在国民经济中起着举足轻重的作用,
2005 年其产值在国内生产总值中的比重为 %,工业发展进入高速增长
阶段。但随着工业的不断发展,工业能源消耗的增长对环境质量的影响也越
来越明显,其中向大气中排放的各种各样的工业废气对人类的健康威胁日益
加大。因此,在世界密切关注经济、能源和环境协调发展的今天,研究我国
工业各主要行业的产值、能源消费和废气排放对环境的污染的相互关系和存
在的问题有着一定的现实意义。
本文基于可持续发展理论,探讨了我国工业的 18 个主要部门的产值、能
源消费和废气排放的相互关系及内在联系,形成八种不同的 3E 发展模式,
找出我国工业各行业的所属模式进行分析并探讨了 3E 模式的效率状况,旨
在为今后我国工业可持续发展政策的制定提供参考。具体思路是运用灰色关
联模型计算我国工业产值与废气排放的关联度、能源消费与废气排放的关联
度并进行分析;利用关联度间的关系将工业各行业分成不同的 3E 发展模式,
分析不同行业类别模式的特点;通过数据包络模型和 lingo 软件对 3E 模式进
行效率评价;阐述具体模式下我国工业典型行业存在的问题,提出相关的建
议。结果表明:1)我国工业 3E 可持续发展的整体态势良好,工业产值有着
最高的增长率,能源消费强度得到了一定的控制,但部分行业的废气排放问
题严重。2)工业整体的 3E 效率不高,存在一定的效率提升空间,3E 效率
DEA 有效的只有一个行业,普遍行业的 DEA 值很低。

Abstract
Industry is a pillar and plays an important role in China's national economy.
The proportion of industrial productivity amounts in GDP is % in 2005, and
the industry development has entered a high-speed stage. However, as the
industry developing, industrial energy consumption and environmental pollution
e serious. In particular, the industrial emission takes the serious threat to
people's health and life quality. Therefore, in the day when the world pay close
attention to the economic, energy and environmental development, it has the
practical significance to study the relation and the problems of China's industrial
