城市经营是在改革开放条件下引入的建设管理城市的新理念。它一提出就得到
我国城市管理界的普遍认同,因为城市经营不仅解决了长期困扰城市建设的资金来
源问题,城市基础设施运营效率低下的问题,而且能有效地帮助解决政企不分的问
题以及改革开放中遇到的深层次问题,例如农村剩余劳动力转移、国有企业改革、
政府职能转变、产业结构调整与升级、城市化滞后于工业化、加入 WTO 与国际接
轨等问题。
当重庆城市以多中心组团式发展时,南坪成为了重庆城市的一个副中心级组团。
随着重庆中央商务区的规划与启动,重庆以 CBD 为中心的大都市形态初显,南滨
组团迎来了重庆核心区域的地位。开发建设南滨组团已经上升到了塑造重庆都市中
心的高度。对这样重要的城市区域必须以城市经营的理念去开发建设。只有这样,
才能把城市优势和环境优势真正转化为经济效益和经济优势。
经过几年的努力,南滨路经营已经取得了显著的成绩,由一片萧条的旧城区变
成了南岸区乃至重庆主城区“最有人气的旅游观光带、最显活力的经济增长极,最
具品位的人居环境”,在重庆市乃至全国城市发展中都有一定的知名度和美誉度。
本文是对南滨路和南滨组团建设过程和未来发展方向的理性思考和冷静总结,
它包括以下两个方面的视角:一是要从城市形象与经济社会环境一体化的角度去研
究南滨路和南滨组团的问题;二是要从跨学科的角度研究南滨路和南滨组团的问题,
要将自然科学与社会科学融合起来。文章分析了南滨组团城市经营的外部环境,总
结了南滨路城市经营的成功经验。在此基础上,从战略角度对南滨组团的城市经营
模式、经营特色进行了战略思考,鲜明地提出了具有前瞻性和全局性的南滨组团城
市经营实施建议。

ABSTRACT
Urban management is new idea of urban construction on the condition of reform and
openness. Its occurrence is e by urban managers because urban management can
solve the problem of investment capital of urban construction that has troubled cities for a
long time, the problem of low efficiency of urban infrastructure management, the problem
of integration of government and enterprise, and the profound problems met with the
reform and openness such as transformation of surplus rural labor, state-owned enterprise
reform, transformation of government roles, adjustment and upgrading of industry
structure, the entry into WTO and abiding by its rules .
When Chongqing develops as multi-center groups, Nanping is just one of associate
center level groups. With the planning and implement of Chongqing Central Business
District, chongqing appears a metropolis taking CBD as its center and Nanbin Group
es the core area of it. Then the significance of building Nanbin Group is equal to
shape chongqing center. The concept of urban governance must be adopted to construct it.
Only like this do we turn the advantages of city and environment into economic benefits.
