以马克思列宁主义、毛泽东思想、邓小平理论和“三个代表”重要思想为指导,
对党政领导干部管理制度的制度改革进行了系统地分析。本文共分为五个部分:
一是深化党政领导干部选拔任用制度改革。以干部选拔任用“四化”方针为指导;
明确干部选拔任用的“科学化、民主化、制度化”的目标以及落实干部选拔任用的知
情权、参与权、选择权和监督权来加强党政领导干部的选拔任用。
二是建立和健全党政领导干部考核制度。坚持德才兼备,以德为先的用人标准,
健全以实绩为重点的干部考核制度,着重考察干部五种能力来阐述干部考核制度,健
全党政领导干部考核制度。
三是改进和完善党政干部培训制度和干部交流工作。通过建设“高素质”的干部
队伍;推动学习型政党和学习型社会建设促进干部教育;开展干部能上能下、合理流
动的干部交流工作,来加强干部培训和干部交流工作。
四是强化和落实党政领导干部监督制度。通过构建多层次、全方位、多功能的权
利监督体系,建立预防和惩处并举的权利监督机制以及坚持以德律权和依法治权的统
一,来确定干部监督制度。
五是党政领导干部管理制度改革的启示。在建立定性和定量相结合的评价机制,
完善票决制,建立和落实相互配套制度衔接的干部选拔任用监督体系以及完善违规失
责追究制度方面,得到进一步的启示与思考。

Abstract
The article systematically analyses the reform of personal system relating to leading
cadres in government and policy, following the guidance of Marxism Leninism,
MaoZedong Thought, Deng Xiaoping Theory and the important thought of Three
Represents. It is made up of five parts:
Part one Deepening the reform of the system to select and appoint leading cadres
in government and party. Selecting and appointing cadres follow the guidance of “Four
Modernizations” policy; We should make clear the scientific 、 democratic and
institutionalized aim in selecting and appointing cadres and strengthen it by the right to
know, participate, vote and supervise.
Part two Establishing and improving the check-up system for leading cadres in
government and party. Pursuing the requirement to select someone who has political
integrity and ability, we must improve the check-up system for cadres on the emphasis of
plishment and emphatically examine the five abilities of cadres to elaborate the
system.
Part three Improving pleting the system to cultivate cadres and the
communication among cadres. By culturing high-quality cadres, we must drive to build the
learning party and learning society to educate cadres and strengthen the cultivat
