安徽省农村信用社专项票据扶持政策绩效评估研究

摘要

为了解决农村信用社历史包袱重、资产质量差等问题,2003 年起,
我国开展了深化农村信用社改革。中国人民银行采取先发行专项票据、
再兑付专项票据的方式实施对农村信用社扶持政策。这项政策对于农村
信用社建立可持续发展机制有着重要意义。
论文采用文献法、调查法及个案法来研究安徽省农村信用社专项票
据扶持政策的绩效问题。借鉴有关研究成果,评价安徽省此项政策的绩效,
并建立农村信用社专项票据兑付后续监测考核体系。
论文首先分析我国农村信用社改革各阶段取得的成效及存在问题。
然后结合安徽省农村信用社专项票据扶持政策的落实情况,从效果、效
率、充分性、公平性、回应性、适当性六个方面对此项政策的绩效进行
评价,并研究建立了农村信用社专项票据兑付后续监测考核体系。最后
对我国农村信用社继续深化改革提出了诸如坚持“三农”服务方向等政
策建议。
论文认为,人民银行对农村信用社实施的专项票据扶持政策是富有成效
的;但由于农村信用社长期粗放式经营管理短时间内难以彻底改变,此项政
策的绩效未达到最佳;人民银行实施农村信用社专项票据兑付后续监测考核,
可以增强此项政策的绩效。

Cooperativesin Anhui province

ABSTRACT

In order to solve the heavy historical burden and poor asset quality,
China has been carrying out to deepen the reform of rural credit
cooperatives since 2003. The People's Bank of China(PBC) takes way to
issue and then cash special-note to sustain rural credit cooperatives funding.
The policy for rural credit cooperatives is of great significance to establish
mechanisms for sustainable development.
The dissertation studies on supporting policy performance of
special-note of rural credit cooperatives by the way of literature,
investigation and case in from research results,the dissertation
assesses the performance of the policy in Anhui and establishes special-note
follow-up monitoring evaluation system of rural credit cooperatives.
Firstly, the dissertation analyzes the achievements and problems in the
every stage of the reform process of rural credit cooperatives. Secondly, it
evaluates on the performance of the policy from the effectiveness,
efficiency, adequacy, fairness, responsiveness, bining
with the Supporting Performance of the policy in Anhui Province,and
establishes special-note follow-up monitoring eval
