摘要
自三农问题提出以来,新农村建设得到了全社会的广泛关注和日益重视。社
会主义新农村建设相关政策的出台说明我国已经把“三农”问题作为头等大事来
抓。从中央领导同志的讲话和中央发布的文件可以看出,党中央对加强农村文化
建设的重视程度超过以往任何时候。这些文件的发布也为我国农村公共文化产品
研究提供了有力的政策导向和支持。在新农村文化建设的过程中,深入分析研究
新农村建设中的文化产品供给问题,并提出行之有效的对策建议,对繁荣发展农
村文化,建立稳定的农村文化投入保障机制,正确引导农民的文化需求,提高广
大农民群众的精神文化生活,建设社会主义和谐新农村,有着重大的现实意义和
深远的历史意义。
论文提出了农村公共文化研究的背景和意义,总结了农村公共产品和农村公
共文化产品的定义与特征,分析了新农村建设中的公共文化产品供给与需求现状,
并以东明县城关镇东关社区和董庄村的文化产品提供为例,找出东明县城关镇公
共文化产品供给中存在的问题,进而对我国农村公共产品供给问题进行了剖析,
并从七个大的方面提出了我国新农村建设中公共文化产品的供给对策。

Abstract
Since the Three Rural Issues put forward , new rural construction has received
extensive concern and the growing importanceof the whole society. Related policies of
new rural construction illustrated that Three Rural Issues has been a top priority of
China. From speeches of the central rades and the Party Central
Committee’s documents, we can see that culture construction is more importance than
ever before. These released documents provided a strong policy guidance and support
for rural public cultural product research. In the new rural construction process, the
thorough analysis research of the new rural construction cultural products supply
problems and some effective proposal has great realistic meaning and profound historic
significance to the prosperity and development of rural culture, establishing stable
investment guarantee system of rural culture, correctly guiding peasants' culture
requirements, improving the peasants' spiritual and cultural life, the harmonious
socialist new rural construction.
