摘要
石家庄市北部配电网建设滞后,还不能适应农村经济发展的需要,由于资金
和技术等诸多方面的原因,多年来电网结构存在的一些薄弱环节。随着当地经济
的快速发展,配电网建设滞后的矛盾会更加突出,加快配电网规划和建设迫在眉
睫。市北输变电工程项目,就是为了改善配电网的滞后状态而投资建设的。开展
电网建设项目后评价,不仅可以较为全面客观的检测衡量电网规划工作,及时纠
正规划中存在的问题从而提高规划的科学化水平;而且能够诊断电网建设项目的
运营管理水平,促使电网企业提高电网建设项目的经济效益、社会效益和环境效益。
因此,本文对市北输变电工程项目进行项目后评价具有一定的现实意义和研究价
值。
本文首先介绍了项目后评价的主要方法和步骤;分别从项目实施全过程后评
价、环境影响后评价、效益后评价研究四个方面对市北输变电工程项目进行了后
评价。从项目全过程入手分析了项目实施过程中的各个阶段的问题及成果;从环
境的角度分析了项目对地区的环境产生的影响并提出了加强环境保护的措施;从
财务的角度分析了该项目投资所带来的经济效益,最后建立了基于直接模糊集相
似度的项目后评价综合评价模型,并对市北输变电工程项目应用直觉模糊集相似
度的综合评价方法从整体上研究了该项目的实施效果综合后评价,验证了算法的
有效性。

Abstract
