科学发展观视野下的农民工就业问题研究

摘要
作为我国产业工人的一个重要组成部分,农民工为我国社会主义经济建设
做出了巨大贡献。随着我国现代化、城镇化进程不断推进,大量的农民从农业
生产转移出来并进入城镇就业,但是,长期以来,由于相关社会制度不完善,
导致出现一系列问题,引起党和政府及社会各界的广泛关注。在党的十七大提
出“工业反哺农业、城市支持农村”和统筹城乡发展的背景下,切实保障农民
工平等的就业权利,维护农民工的合法权益,促进农民工合理、有序就业,对
于全面推进我国经济社会和谐发展具有重大的现实意义。而年全球金融危
机的爆发,使农民工就业出现更大的危机,大量农民工返乡,加剧了其就业形
势。从科学发展观的角度解决农民工就业问题,对我国经济发展、社会进步意
义重大。
本文意图运用科学发展观的理论内涵及具体要求,结合国内外农村劳动力
转移理论及西方发达国家的经验模式,通过考察我国农民工就业的现状,重点
分析我国农民工就业当中的主要问题及其原因,从我国实际情况出发,提出促
进农民工和谐就业的一系列有效措施:通过破除制度障碍、完善政策保障,构
建科学、协调的就业新机制,保障农民工合法权利。同时,各级政府为农民工
就业搭建平台,营造宽松的就业环境,大力发展乡镇企业,促进农民工就地就
近就业,引导他们走上回乡创业的道路,推动当地的经济发展和社会的全面进
步。

Abstract
As an important part of industrial workers, peasant workers made a great contribution to the
socialist economic construction. With China’s modernization and urbanization, a large number of
peasants shifted agricultural production to get a job in town, which results in the employment of
peasant workers. However, because of the perfect of social system, resulted in a series of problems,
which attached a great attention in party and government and public. In the 17th NCCPC, “industry
nurturing agriculture and cities support rural areas’ was put forward and maintaining the legitimate
rights and interests of peasant workers has great significance in the promotion of China's economic
and social harmonious development. Both the 2008 outbreak of the global financial crisis and a
large number of peasant workers return home increased the employment situation of peasant
workers. So it is of great significance on Chinese economic development and social progress to
solve the employment problem of peasant workers from the perspective of the scientific
development concept.
