社区思想政治教育对居民社区参与的作用研究

摘要

随着工业化、城镇化进程地不断推进,我国的社会管理和运行结构发生了深刻的变
化。首先,社区已经成为社会管理和运行的基本单元。其次,社区建设和发展也已经进
入了整体推进、全面拓展的新阶段。最后,社区自治已经成为社区建设和发展的新思路
和基本要求。社区自治的必要前提是社区居民积极而广泛地参与社区事务的管理和服
务,但实践中社区参与的宣传和教育工作存在诸多问题,直接阻碍社区自治的进程,减
慢社区建设和发展的步伐。
社区思想政治教育是社区教育的重要组成部分,对社区参与有重要的推动作用。影
响社区居民参与的因素,不仅有基层民主建设落后、居民委员会“行政化”严重、社区
管理体制不完善、社区参与机制不健全、法律法规不完备等外部因素,还有社区居民自
身的思想意识和能力等内部因素。社区思想政治教育主要通过改变影响社区参与的内部
因素即社区居民主观方面的因素,提高社区居民对社区参与的认识,促使社区居民形成
社区参与的思想意识并转化为积极的社区参与行为,从而为推进社区参与提供思想保
障。
本文主要阐述了社区思想政治教育和社区参与的联系、社区思想政治教育对社区参
与的作用、社区思想政治教育推进社区参与的方法和途径;旨在探讨如何利用社区思想
政治教育的基本理论和方法增强社区居民的参与意识,提高社区居民的参与能力,使社
区居民产生积极的参与行为和参与习惯,为满足社区建设和发展需求以及保障社区居民
的参与权利从而实现社区自治提供新的思路和视角。

Abstract

As the industrialization, the urbanization process to continue to promote, our country
social management and operation structure has changed a lot. First, munity has
e a social management and operation of basic unit. Secondly, munity
construction and development has entered the whole advancement, the overall development of
the new stage. Finally, community autonomy has e munity construction and the
development of new ideas and basic requirements. The necessary premise munity
autonomy is munity residents positive and widely participate munity affairs
management and services, but in munity participation in the propaganda and
education work has many problems, direct hinder the process of munity autonomy.
The ideological and political munity education is an important part of the
