空间决策支持系统(SDSS)是决策支持系统与地理信息系统(GIS)技术相结合
的产物。SDSS 在解决半结构化和非结构化问题中具有较多优势,并且已经在许多决
策问题中取得很好的应用效果。
本文将 SDSS 应用于城市应急工作中,构建了城市应急空间决策支持系统
(CE-SDSS)。该系统开拓了 SDSS 的新的应用领域。其主要结构为:人机交互子系
统+空间数据库系统+空间模型库系统+空间方法库系统+空间知识库系统。从对这些
结构的研究中可以发现,数据库、模型库和知识库是整个 CE-SDSS 的核心。
数据库系统、模型库系统和知识库系统的实现是系统进行问题求解的关键问题。
本文构建了 CE-SDSS 的框架,并针对城市应急空间决策支持系统的特点,重点分析
了空间数据库的中间件、模型库中的字典库与文件库等关键技术。
在经过一系列的理论与实践方法探讨之后,本文通过 CE-SDSS 中的一个城市地
震应急空间决策支持的子系统来验证文章中提出的理论与方法。该系统实现的功能
有:图层控制功能、地震地质基本信息功能、地震灾害评估功能、信息查询功能、决
策支持与方案优化功能和数据管理功能等。相关功能满足了城市地震应急决策的需
要。

Abstract
Spatial Decision Support System(SDSS) integrates DSS and can plish
the semi-structure and non-structure problem.
City Emergency Spatial Decision Support System(CE-SDSS) is the application of
SDSS in the city emergency system develops the SDSS in new
parts are included in CE-CDSS: puter Interaction System,Spatial Database
System,Spatial Treasury method System and Spatial Knowledge Base can
infer that the core of CE-SDSS are the database、model base and knowledge base.
The database system、model base and knowledge are the keys which the system used
to solve three of them are interdependent and inseparable in CE-
CE-SDSS framework is built in this at city emergency characteristics of the
decision support system,the paper focuses on the analysis of the spatial database
middleware,the model base in the dictionary database and database files,and other key
technologies.
Earthquake CE-SDSS proves that the technique is reasonable which the paper brings
functions of the system include layer control,basic information on
earthquake geologic features,functional assessment of the earthquake disaster,the inquiry
of information,decision support and optimization program features and functions such as
data system meets the need of Decision-Support.
