基于供应链的烟草企业资质认证采购模式研究

摘要
供应链理论及其应用是当今学术界和工业界研究的热点本文以我国烟草企
业的采购供应链管理为研究背景以基于供应链的卷烟企业材料采购模式---资质
认证采购模式为研究对象比较了资质认证采购和传统采购以及招标采购的优势
阐述了烟草企业资质认证的操作模式为烟草企业有效地实施资质认证采购模式
提供理论和方法上的指导在对供应商的选择方法上笔者引入了一个供应商选
择评价模型该模型的基本思想是充分利用层次分析法完好结合定性评价和定量
评价的优点并应用模糊理论和欧氏范数的有关知识使得评价的结果具有更好
的有效性和科学性该模型是最新出现的供应商选择的一种的理论方法具有一
定的应用前景
论文首先指出资质认证采购模式在国内外烟草企业的研究和应用现状并对
其发展趋势进行了探讨其次通过资质认证和传统采购招标采购的比较研究
揭示烟草企业采购理论和方法发展的轨迹并阐明了资质认证在供应链管理中的
地位和作用接着文章以上海烟草集团为原型研究了资质认证采购模式的操
作流程内容和组织管理等重要问题然后介绍了资质认证采购模式中供应商
选择模型及其基本算法并利用一个实例较为详细地说明了该模型的应用过程和
方法同时对应用的结果进行了分析笔者利用的基于欧氏范数的评价方法充分
考虑了供应商选择中多种影响因素并且应用了多种理论方法使得计算的结果
可靠性增加是一种较科学的供应商评价方法对烟草行业来说是种新的尝试

ABSTRACT
Supply Chain Management has e the hot topic in industrial and academic
area. On the background of procurement and supply chain management of o
enterprise, procurement mode of qualification certification based on supply chain is the
research objective of this paper. The pares qualification certification
procurement mode to traditional procurement mode and bidding procurement mode, and
expatiates operation mode of qualification certification in o enterprise. Its
intention is to offer direction of theory and method for o enterprise implementing
effectively qualification certification procurement mode. With regard to methods of
supplier selection, the author of this paper imports a model of evaluating and selecting
supplier; the model emphasizes significance of vendor selection based on the Euclidean
Norm. The model can be provided with more effective method than previous method,
for that the model makes the most of the advantage of analysis hierarchy process (AHP)
that integrates the strongpoint of quantitive evaluation and qualitative evaluation, and
makes use of Fuzzy Theory and Euclidean Norm. The model is a new theory about
vendor selection, which can be applied widely in the future.
