区域生态补偿的生态文明意义及其实现途

摘要:党的十八大报告将生态文明提升到前所未有的战略高度,首先是要优化国土空间的开
发格局,同时还要加强制度建设。与一般的生态补偿政策相比,区域生态补偿以实现区域
协调发展为目标,立足于弥合区域之间生态、环境和经济利益的失衡,对于建设生态文明
具有重要的制度创新意义。本文从人与自然的和谐发展、区域制度的创新和鼓励人口流动
等三个方面阐释了区域生态补偿的制度创意意义,并提出了区域生态补偿的制度框架,包
括中央政府的补偿、区域之间的补偿和交易以及促进人口迁移等三个维度。在制度框架设
计的基础上,在具体的实施操作层面,本文提出了一些实现区域生态补偿的政策途径。

Abstract: Ecological civilization is an very important part of the report of munist
party’s 18th national congress. In order to push forward the ecological civilization construction,
we need to optimize the pattern of national land development and institutional system. The target
of regional pensation is to achieve the regional coordinated development by the way of
coordinating the unbalanced interest relationship of environment, ecology and economy among
regions, so it appears great significance for ecological civilization construction. This paper explain
the system innovation of regional pensation from three aspects, harmonious development
of man and nature, the regional system innovation and the encourage of population flow, and then
puts forward the system frame of regional pensatio
