摘要
安全稳定是构建和谐校园的重要保证,高校是人才培养的摇篮也是人员和知识比
较密集的地方其稳定和安全有重大意义。近年来在校生人数逐年剧增每个人的法律
意识、法律观念参差不齐。高校学生群体事件时有发生大学生违法犯罪呈上升趋势高
校周边治安问题十分突出一系列的问题使得高校保卫工作的任务仍然十分艰巨。
本文通过对国内外现有的安全管理模式的理论介绍和剖析,对当前国内高等学校安
全保卫信息管理、安全管理模式等存在问题的分析,提出了必须以全新的思路看待新时
代的高校安全保卫工作,尤其是符合了目前国家提倡的科技创安的新型理念,运用了安
全保卫管理预先化和信息化这一新的观点,构建了一套适合华北电力大学的校园安全信
息管理平台。

Abstract

Security and stability is harmonious school to university, is the cradle of talent training,
and knowledge are densely populated place, the stability and security has great significance.
in recent years, the number of students has increased dramatically, each person's law, legal
concept heterogeneous group event. college students, college students are frequently illegal
rising, and institutions around the question is very striking, a series of questions of work still
very arduous task.
By means of the existing security management model at home and abroad theoretical
introduction and analysis of the domestic institutions of higher learning on the current
security information management, security management models such as the analysis of
existing problems and put forward new ideas need to look at colleges and universities a new
era of security security work, in particular, is in line with the current state Kejichuangan
advocated a new concept, using a security management and information in advance of this
new perspective, to build a set for North China Electric Power University campus security
information management platform.
