摘要
农村基础设施是指在农业生产、农民生活以及农村发展过程中所必须投入的物质和
社会条件的总称。非营利性农村基础设施是农村基础设施的重要组成部分,对我国农村
经济的发展、农民收入的提高都有着重要的促进作用。但是由于非营利性农村基础设施
的资本系数高、资金回收期长、回报率低、风险性高,又缺乏激励机制和有效的配套政
策支持,使之难以吸纳大量的社会闲散资金,实现投资主体的多元化。
本论文针对我国基础设施融资难的现状,围绕非营利性农村基础设施的融资问题,
以公共物品理论、外部性理论、投融资理论、经济学、博弈论、项目管理等相关学科理
论为指导,对非营利性农村基础设施项目的融资模式、融资结构和融资机制分别进行了
分析。首先,论述了不同的融资模式在不同类型非营利性农村基础设施项目中的选择和
运用,以及非营利性农村基础设施项目融资结构的基本状况和改善渠道;其次,从内部
融资机制和外部融资机制两个方面对融资机制进行分析,以便寻找更适合非营利性农村
基础设施项目融资的方式。再次,在分析农村水电开发项目融资机制的基础上,提出在
农村水电开发项目上运用 PFI 项目融资模式来拓宽融资渠道,并引入了市场化的概念,
分别从融资对象和融资环境的可市场化来增加非营利性农村基础设施项目的融资渠道。
最后,分析了在这类准经营性农村基础设施项目建设中,政府补助资金和政策引导的重
要性。
本论文构建了非营利性农村基础设施融资机制研究框架,研究方法和结论为研究我
国农村基础设施的“政府引导、社会参与、市场运作”的投融资体制的发展,以及加快
我国农村基础设施建设、加速新农村建设进程、实现城乡一体化提供理论基础。

ABSTRACT
Agriculture infrastructure is a whole set of materials and other objectives which
including the total needs of farmers and manufacturing in rural areas. The non-profit
agriculture infrastructure is an important part of the whole. And it can exert great influence of
the development of the rural area in China and enhance the farmers’ e as well. However,
investment in such kind of infrastructure will take years to get all the money back, and the
profit margin sometimes can be quite narrow. Without the stimulation of the return of profit,
usually, it is quite difficult to raise money to establish those infrastructures.
According to the current situation, especially for the difficulties in financing the
