卓越绩效评价准则在中小型制造企业实施研究

摘要
本文以笔者在中小型制造企业中实施卓越绩效模式的实际工作为主要研究对
象。笔者在中小型制造企业以《卓越绩效评价准则》要求为准绳,以《卓越绩效评
价准则实施指南》为依据,以系统的管理理论为指导,推行卓越绩效模式。总结了
其中的成功和失败之处,总结出为中小型制造企业推行卓越绩效模式提供可以借鉴
的经验,为他们使用卓越绩效模式改善企业管理水平提供有益的借鉴。
本文对卓越绩效模式的概念、核心价值观以及卓越绩效模式评价标准主要内容
进行了介绍,分析了卓越绩效模式与 IS09001:2000 质量管理体系,ISO14001:2004
环境管理体系等管理体系的相同和不同之处,说明了 IS09001:2000 质量体系等管理
体系的建立是企业建立卓越绩效模式的基础。笔者通过分析在中小型制造企业中实
施卓越绩效模式中使用的几种常用的管理技术方法所产生的结果,说明通过合适的
管理技术方法可以提高企业的执行力。笔者详细分析了中小制造企业在实施卓越绩
效模式中使用戴明循环(PDCA 循环)、6S 管理、质量成本分析、平衡记分卡(BSC)
和关键绩效指标(KPI)、SWOT 分析等管理技术的一般步骤和注意事项,。同时笔者
分析了卓越绩效模式与企业核心竞争力之间的关系,列举了卓越绩效模式在中小型
制造企业中的具体实施方法,通过举例介绍了中小型制造企业该如何建立卓越绩效
模式,并且对其实施方法进行了评价分析。
笔者旨在通过分析某中小型制造企业实施卓越绩效模式中遇到的问题和对策,
结合管理理论研究,总结出适合于中小型制造企业实施卓越绩效模式的一种可操作
的方法,为中小型制造企业实施卓越绩效模式提供实用性指导,使组织业绩不断改
进,实现组织绩效的不断提升,使组织持续获得成功。

Abstract
The research object of this article is the actual work that middle and small scale
manufacturer actualize Criteria for Performance Excellence. According to excellent
performance evaluation principle and excellent performance principle execute guide and a
series of management theory, the writer use the Criteria for Performance Excellence. And
summarize its ess and failure to get some piece experience for other middle and small
scale manufacturer to push Criteria for Performance Excellence for reference, so that they
can improve their management level by using Criteria for Performance Excellence.
Firstly, these articles have introduced the concept and the core values and models of
excellent performance, and analyze the homology and difference between Criteria for
Performance Excellence and ISO9001:2000, ISO14001:2004 environment management
systems. Secondly, it explains the ISO9001:2000 quality system is the base to establish
