摘要

在社会主义市场经济条件下,随着财税制度、价格机制、投资体制等各项
改革的不断走向深入,增加了各行各业投资项目评价的复杂性和不确定性,而
项目评价是项目管理中必不可少的一个环节,贯穿项目管理始终,科学的投资
项目评价对于企业战略决策和长远规划又起着举足轻重的作用。
因此,本文首先介绍了项目评价理论,项目评价的发展历程及在国内外的
运用情况,讨论了项目前评价、项目中评价和项目后评价的内容与方法,研究
了项目可行性研究和项目评价之间的区别与联系。
在论述了项目评价理论与方法以及我国项目评价的现状后,重点以中国石
油锦州石油化工公司苯乙烯(8万吨/年)项目为背景,对石化企业投资项目进
行了实例研究,将项目评价理论和方法应用于石化企业的项目管理中,从理论
与实践相结合的角度,运用定性分析与定量分析相结合的方法,对本投资项目
评价进行了深入分析和探讨,力求建立科学的投资项目评价模式,为今后本企
业或本行业的大中型投资项目决策提供某些供借鉴和指导。

ABSTRACT


Under the conditions of socialist market economic, with going deep into financial
and tax systems and price and investment mechanism, the evaluation on investment
project is plicated and indefinite, but you know the project evaluation is
always a necessary link in the management, so the scientific evaluation on investment
project plays the important role on strategic decision and long-term plan.
First of all, the paper states the theory and development of project evaluation, and
the use in the domestic and overseas, then discusses the content and method on the
project evaluation, pares the project supervise with the feasible study,
project evaluation and audit.
After studying the theory and the method of the project evaluation and its actuality
in our country, I mainly researched the investment projects in petrochemical
corporations on the background of the styrene project(80 thousand tons capacity per
year) in Jinzhou Petrochemical Corporation of China, applying the theory and method
of evaluation with project management in petrochemical corporation, going deep into
analyzing the evaluation on the investment project by using the method of qualitative
and quantitative analysis, then setting up a kind of scientific investment evaluation
pattern s
