绿色能源发电侧定价机制研究
摘要
随着我国绿色能源电力市场的蓬勃发展,电价问题特别是绿色能源发电侧电力市场的
上网定价问题逐渐成为关系到我国电力结构改革成败的关键问题,成为管理部门和知识理
论界共同关注的电力能源领域的一项重要研究课题。对绿色能源发电侧定价机制政策及定
价模型方法进行细致严谨地研讨,具有很重要的理论意义和应用价值。
本文的目的是对我国绿色能源发电侧定价机制进行系统研究,为制定出适合我国国情
的绿色能源发电侧定价机制提出可行性建议。本论文主要以风电、水电、太阳能为例研究
绿色能源发电侧定价机制。
本文主要研究贡献及创新点如下:
,分析各种能源价格制度,指出了我国电价政策目前存在的
不足之处,总结出我国绿色能源定价的原则思路。
,找出影响风电、水电、太阳能等的特殊因素,
先后分别对参与定价绿色能源发电商、电网、政府、普通发电商之间的定价博弈行为进行
分析,通过静态信息博弈模型分析得出发电厂商会虚假上报成本的结论。
,设计风电组合固定电价机制和电价计算模型,构建风电
招标定商评价指标体系,并进行了实例应用。
,通过引入资本金利润分摊系数及市场供求弹性创建了
改进的两部制水电定价模型并进行测算。
,设计太阳能定价机制,在考虑成本确定的重要
性的前提下,构建基于激励理论的太阳能发电电价计算模型,更能使企业披露真实成本。
,主要针对经济激励、市场机制、外部成本三
方面提出绿色能源发电侧定价政策建议。

RESEARCH ON GREEN ENERGY GENERATION
PRICING MECHANISM
ABSTRACT

As China's green energy market of the electric power industry development, particularly
electricity generation electricity market pricing to e the key to the ess or failure of the
electricity reform issues, which is increasingly ing a important research topic to the theory
and management . Study systematicly on pricing theory methods of green energy generation in
the electricity market has very important theoretical value and practical significance.
The purpose of this paper is the side of green energy generation system of pricing
mechanisms for the development of national conditions of China's green energy power
generation side of the feasibility of the proposed pricing mechanisms. This paper mainly wind
power, hydropower, solar energy as an example of green energy generation side of the pricing
mechanism.
