资源依赖型地区转型发展的银行信贷研究——以山西省为例

摘要

年底,国务院批准山西省设立为国家资源型经济转型综合配套改革试
验区,由此山西省成为目前被批准的唯一一家在全省域、全方位、系统性的进
行资源型经济转型综合配套改革试验的区域。山西作为全国范围内的资源能源
大省,在经历了数十年依靠资源发展的历程之后,由于污染、矿难等而饱受诟
病,陷入了“资源诅咒”的怪圈,单一的产业结构使得山西仍然处于欠发达状
态,“因煤而兴、因煤而困”成为时下对山西二字最无奈的注解,资源依赖型
经济的发展不得不面临转型的历史时刻。
银行信贷作为经济生活中不可缺少的重要因素,在这种发展情景下,企业
的重组、并购和兼并等活动都需要完善的金融体系需要强大的金融着力点作
为支撑,需要借力于金融机构的大力引导,而金融瓶颈和发展桎梏在产业升级
以及经济转型的压力下变得不改不行。由此,银行应该在此次转型发展中发挥
应有的作用,并借此东风完善自身的发展。本文以资源依赖型地区经济转型发
展下的银行信贷政策作为研究对象,深入探讨了山西资源依赖型经济的特点,
资源依赖型经济与银行信贷的关系,山西经济转型中银行信贷存在的问题并提
出了相应的对策。

Abstract

The end of 2010, Shanxi Province, the State Council approved the establishment of
resource-based economy for the prehensive reform pilot area, which is currently approved
in Shanxi Province as the only domain in the province, comprehensive, systematic transformation
of resource-based economy, integrated package reform pilot area. As the country's resources in
Shanxi province of energy, after decades of relying on the history of resource development, due to
pollution, mining accidents, etc., often-criticized, into a "resource curse" of the cycle, a single
industrial structure still makes Shanxi underdeveloped, "because coal and Xing, due to the trapped
coal" has e nowadays the most helpless on the ments in Shanxi,
resource-dependent economy had to face the historical moment of transition.
Bank credit and economic life as an indispensable factor in this development scenario,
corporate restructuring, mergers and acquisitions and other activities need to improve the financial
system, need a strong financial focus as a support, leveraging in the financial institutions need to
