摘要
当今世界科技创新能力已成为综合国力的关键因素,企业的技术创新能力
和创新活动已经成为决定企业生存和发展的动力和源泉。“十一五”时期是我国
科技进步与创新发展的重要战略机遇期,也是山西经济、社会发展的关键时期。
因此,本文选择企业技术创新能力评价及应用问题进行了研究。
首先,本文在概括企业技术创新能力已有研究成果的基础上,对企业技术
创新能力的理论进行了探讨,剖析了企业技术创新的内涵,界定了企业技术创
新能力的概念,并且在此基础上,结合相关研究成果,将企业技术创新能力分
解为创新资源投入能力、&(研究与开发)能力、生产制造能力、创新组织
能力和创新实现能力五大构成要素,进而提出了企业技术创新能力的基本模型。
其次,本文应用系统科学的理论和方法,根据企业技术创新能力的评价思
路,构建了企业技术创新能力评价指标体系,提出了层次分析法和模糊综合评
价方法相结合的评价方法。
最后,本文根据上述理论及相关的数据统计资料,深入研究、客观评价了
山西省企业技术创新能力的总体现状、创新中面临的瓶颈约束;通过对不同地
区、不同行业的企业技术创新能力进行比较分析,找出山西省企业相互之间的
差异,为及时调整企业技术创新战略和相关政策的制定提供了依据,进而为激
发企业、大学、科研院所等不同组织部门的创新活力,集成科技资源,完善区
域创新体系,谋划和谐发展提供了一定的理论基础;找出了影响山西省企业技
术创新能力提升的制约因素,并提出了一些对策和建议。

Abstract
Science and technology innovation capability has been considered to
be a key factor in constructing overall strength of the country in the
current world. Technological innovation capability and innovation
activities have been the incentive and sources that play a role in the
existence and development of enterprises. It is an important strategy
opportunity period in the eleventh five-year-plan for science and
technology progress and innovation development in China. It is also a
critical period for economy and society development of Shanxi. Thus, the
enterprise’s technological innovation capability evaluation and
application are studied in this thesis.
At first, on the base of the results made already, the theories of the
enterprise’s technological innovation capability are studied. The
enterprise’s technological innovation is analyzed and technological
innovation capability is defined. Based on these analyses, in this thesis,
the enterprise’s technological innovation capability structure is
posed into five factors: the capability of innovation resource input,
the capability of research and development, the capability of
manufacturing, the capability of aniz
