农地产权对农民收入的影响分析

摘要
近年来我国农民收入增长缓慢相对收入日益恶化的现状已经引起了各方注
意政府也采取了很多政策和措施来调节农民收入但效果实在不甚理想对此本
文拟从一个新的角度――产权来分析农民收入的问题
关于农民收入的问题理论界有过很多研究但到目前为止这个问题还没有
一个有效的解决方法针对这种情况本文首先从产权的角度解释了收入的来源
即在假设社会制度不变的前提下撇开价值判断问题只对收入与资产以及资产
与产权这些经济变量之间的相互关系经济运行的状况及其内在规律进行客观分
析农地产权与农民收入的关系也可由此推出从分析可知资产的产权状况将影
响甚至决定收入而在我国现在农地产权制度下产权束中诸多权利皆存在不同程
度的残缺由此造成的对农民收入的负面影响是显而易见的从农村两次制度变迁
的比较中我们也可看出这一点越接近产权明晰化的改革越有利于农民收入的提
高家庭联产承包责任制的改革向这方面迈进了一大步在这些年中已经显示出了
它的魅力但由于其产权界定的不彻底农地产权残缺依然十分严重农民相对收
入状况还在恶化所以我们需要进一步的改革
中国改革开放 20 多年来产权明晰化对经济增长和就业增长的杰出贡献可以
说是有目共睹现在也获得了社会各界的一致公认 2004 年春天保护合法的私有
财产已经写进了中国宪法农地产权制度也应向产权明晰化的方向改革方可跳出
目前的困局

Abstract
The farmers' e in China has been increasing very slowly and deteriorating
significantly relative to urban population in recent years. This actuality has also drawn
great attention. The government has already taken many policies and measures to adjust
farmers' e, but the es were almost unsatisfactory. This paper will study the
problem of farmers' e from a new angle--land tenure system. This paper argues that
land tenure system is the most essential factor that restricts the development of rural
economics. Almost all countries and areas rely on the perfect and modernization of the
land tenure system to develop their agriculture and rural economics. In China, the
munal land tenure system with many problems and deficiencies badly
invades farmers' land rights, so it is a big obstacle to increase farmers' e.
Much research is being carried out in the areas of farmers' e, but there are too
little that got hold of the key point. So up to now, there is no effective approach to this
difficult problem. Because of this actuality, the source of e will be made clear at
first in this paper, it concluded that the property rights determine the e. Obviously,
