我国港口资源整合研究
——以海南省西北部港口群为例
摘要
2003 年,交通部提出“沿海港口要加快资源整合,突破行政区
划界限,充分发挥港口的群体优势”,其目的在于加快我国从港口大
国发展为港口强国的步伐。笔者曾经对海南省西北部港口群的发展
问题进行过很长时间的细致调研,虽然这个港口群规模较小,但是
在市场经济条件下,群内各港口如何协调发展,涉及到地区经济、
技术和社会发展等各个领域,是同样十分复杂的系统问题。通过对
这个港口群各个方面的具体分析和研究所得到的思路与成果,同样
可以适用到其它港口群的一般情况和可能面对的普遍问题。文中对
于群内港口首先分析其发展现状,然后通过经济腹地的发展对港口
的要求并结合岸线资源的可利用情况对各个港口的功能进行了划
分,并得出以洋浦港的开发建设为重点,辅以周围四个小港口,整
合、整治、开发三路并进,进一步优化配置港口资源,打造港口集
群优势的结论。然后,在此基础上,运用科学的预测方法对港口未
来的发展及扩展进行细致的描述和分配,以保证港口群的可持续性
发展。

Research of Harbor Resource Conformity in China
——Based on Northwestward Port Group of Hainan Province
ABSTRACT
Ministry munications advanced in 2003 that the seaports
should expedite resource conformity, break through district delimitation
and sufficiently exert their group advantage, as aimed at quicken the
transformation of our country from one with many ports to Great Power
in port. The author has ever made a detailed survey on the development
of the northwestward port group of Hainan province and concluded that it
is still plicated systematic problem for the ports in the small-scale
group to develop concordantly under market economy for ing
down to the developments of local economy, technology and society. The
clew and conclusions obtained from the detailed analysis and study on the
certain port group can be applicable for the generalized cases and
confronted problems of other port groups. The development actuality is
first analyzed in this paper and the functions of the ports are then
differentiated according to the requirements of the development of
economy bined with the availability of coastline resources
to elicit the conclusion of further optimizing and collocating port
resources and building port group advantage from three clews of
conformity, renovation and exploitation by attaching importance on
developing Yangpu port as well as developin
