摘要
世纪以来,我国城镇化进程明显加快,失地农民就业己成为影响我国改
革推进、经济发展、和谐社会构建的一个突出问题,成为摆在各省市“三农”
工作面前亟待解决的一个困难而现实的问题。
随着我国在年《关于建立被征地农民培训就业和社会保障制度的意见》
的颁布,我国各省也开始了关于失地农民就业安置与社会保障制度建设的改革。
近年来,各省市都推出了与当地相适宜的政策措施,就业安置工作按部就班的
进行,解决了很大一部分的失地农民就业安置,大大减轻了政府的社会压力,
提高了失地农民的生活水平。
本文在收集现有的国家关于失地农民就业安置政策与各地的失地农民就业
安置措施的基础上,结合河北省现有的失地农民就业现状与现有政策,并进行
实地调查,以发放调查问卷的形式收集失地农民关于就业政策的意见,努力寻
找河北省在失地农民就业政策上的薄弱环节,并提出制度创新建议。

Abstract
In the 21st century, China's urbanization has been accelerated obviously, landless farmers’
employment has e a prominent problem on our country's reform, economic development and
construction of harmonious society and is a difficulty and realistic problem placed in various
provinces of "agriculture, countryside and farmers" urgently to be solved.
As the issuing of “Comments on Establishing the System of Employment Training to Landless
Peasants and Social Security” in 2006, each province in China also began the reform of land-lost
farmer placement and the establishment of social security system. In recent years, various provinces
carried out policies and measures suitable for local conditions. Employment placement has been
implemented step-by-step, which solved the placement of a great number of land-lost farmers,
greatly released government's social pressure and improved the living standard of the farmers.
Based on the collection of existing national land-lost farmer placement policy and land-lost
farmer placement measures of each province, as well as the existing land-lost farmers employment
status and existing policies in Heibei Province, the Paper does field survey, collects land-lost
farmers’ opinions about employment policy by the form of questionnaire, tries to find out the weak
links of the employment policy in Hebei Province on land-lost farmers and
