摘要
打造东北亚信息中心是时代赋予沈阳的使命。加快沈阳城市产业结构调整,
从工业密集型城市向知识高度密集的现代信息服务业城市过渡,大力发展软件产
业是必经之路。同时也是提升城市功能,促进就业,拉动经济高水平发展的重要
途径。本文主要内容是沈阳市软件产业核心竞争力提升研究。基于核心竞争力理
论和波特的产业竞争力经典模型构建了沈阳市软件产业核心竞争力的分析框架,
揭示了沈阳市软件产业核心竞争力的特性。通过对沈阳市软件产业核心竞争力价
值贡献效应分析,明确了提升沈阳市软件产业核心竞争力的必要性。进一步论述
了沈阳软件件产业核心竞争力提升的过程中所面临的动力与阻力,并利用结构方
程模型,对沈阳市软件产业核心竞争力提升进行了实证研究,说明了人力资源、
金融资本、企业技术创新、政府作用和市场需求与绩效在提升沈阳软件产业核心
竞争力过程中所起到的作用,便于提升措施的制定和实施。为了能够更好的促进
沈阳软件产业发展,本文列出了提升软件产业核心竞争力的五种模式,以供沈阳
软件产业发展做参考。最后,针对沈阳软件产业提出了提升沈阳软件产业核心竞
争力的提升策略。

Abstract
It is Shenyang’s mission which was endowed by the new era that to build the
north-east Asia information industry center. Developing software industry will adjust
the structure of Shenyang’s industry quickly and make Shenyang changed from
industrial intensive city to knowledge intensive city which are full of modern
information service industry. It also can increase the rates of employment, promote the
city function and make the economy have a high level development. This paper’s
purpose is to research how to accelerate the petitiveness of Shenyang software
industry. The framework of analyzing the petitiveness of Shenyang software
industry is base on the petitiveness Theory and Porter’s typical industrial core
competitiveness model. We find out some characteristics of the petitiveness of
Shenyang software industry. The paper discussed all the momentum and resistance
which resist in the process of accelerating the petitiveness of Shenyang
software industry. And it made clear that Shenyang software industry is very important
in development of economy of Liaoning province by analyzing the value contribution
effect of the petitiveness of Shenyang software industry. By using structure
