我国利率市场化进程中的基准利率问题研究
摘要
世纪年代,我国开始了利率市场化进程,经过近年的努力,我国在利率市场化
的进程中取得了一些进步,央行逐步放松了对利率的管制。我国利率市场化已实现了“贷款
利率管下限,存款利率管上限”的阶段性目标。但是,要想完全实现利率市场化还需继续努
力,最关键的就是要选择一个真正合适的基准利率。基准利率在整个金融市场和利率体系中
起着十分重要的作用。年月日,上海银行间同业拆放利率()开始正式运行,
标志着中国货币市场基准利率培育工作全面启动。能否真正成为我国的基准利率,通
过四年来的运行状况分析,针对基本属性方面的市场性检验、基准性检验、
政策工具性检验、稳定性检验和关联性检验,在得出初步确立了市场基准地位的同时,
发现还存在着一些问题。针对这些问题,文章最后提出了一些政策建议。

Abstract
In the 1990s,China put forward the interest rate liberalization reform,through nearly 20 years
endeavor,we had got some progress,and our central bank had relaxed part control of interest rate.
But we will continue to aceelerate the reform if we want to realize the interest rate
most important of the reform is to choose a real suitable benchmark interest rate
of the benchmark interest rate of the market plays an important role in the whole money
market and the interest rate ,Shanghai Interbank Offered Rate(short as
Shibor)was introduced in the matket,which indicatided that Chinese benchmark interest rate would
be developed four years,Shibor has already been rudiment of the benchmark,because
it isrelated with other interest rates and market yields closely,also more and more financial
instruments are pricing under shibor,with the promotion from People‘s Bank of the end,
according to some problems,this paper will also propose some solutions.
