摘要
伴随着世界经济的高速发展,人类对环境资源的开发利用也达到了空前的规模,
环境污染日益严重,沙尘暴、酸雨、海平面升高、大气升温等恶劣现象均是由于环境
的破坏造成的,而环境恶化的同时也制约了经济的发展,可以说,人类经济的发展是
建立在良好的自然环境基础之上的。
面对逐渐恶化的环境状况,西方理论界首先提出了利用排污权交易这一政策来限
制污染物的排放,同时,也把这一政策作为新兴主要经济政策之一。20 世纪 70 年代
以来,以美国为代表的西方国家对环境污染格外重视起来,特别在环境政策上,加大
了这方面的研究力度,尤其是排污权政策,得到了广泛的应用,并且取得了明显的成
功。美国也是最早将排污权交易这一制度进行实践的国家。相比较而言,我国的排污
权交易还处于起步阶段,这方面经验相对匮乏。我国经济经过多年的高速发展,取得
了很显著的增长,同时对环境的污染也日益严重,特别是污染物的排放问题,严重污
染了空气和水源,如果不采取措施,久而久之将会使经济和国民遭到毁灭性打击,排
污权的引入对我国来讲,是一项非常必要的经济措施。
本文首先分析了排污权交易运行的一般机制,从三个方面加以讨论:1、产权归
属。2、取得方式。3、可行性。在此基础上分析了美国排污权的成功案例,并总结了
美国排污权实践的成功经验。
第四部分回顾了我国排污权交易的发展历史,接下来在第五部分分析了我国排污
权交易存在的相关问题,分为四个部分:1、对排污权的认识方面。2、相关法律方面。
3、交易价格与交易费用方面。4、其它问题方面。在第六部分,运用二氧化硫排放的
相关数据计算分析排污权交易运行的效果。
在第七部分分析了排污权交易在我国的发展潜力,并针对前面提出的问题,提
出了以下政策建议:
1、加强环境保护及排污权相关知识的宣传力度
2、完善排污权制度的相关法律
3、使交易价格和交易费用趋于合理化
4、采用适宜的排污权初始分配方式
5、加快建设总量控制数据系统

Abstract
With the rapid development of the world’s economy, the exploitation of the natural
resources has reached an unprecedented scale, environmental pollution is very serious,
sandstorm, acid Rain, rising of sea-level and atmospheric warming, these all caused by the
damage to the environment, at the same time, the economy is also be restricted, it could be
said that the human’s economy system is based on the natural environment. Facing the
deteriorating environmental conditions, the emissions trading policy first proposed by
