关于环境影响评价中公众参与的主动性研究
摘要
本文首先对环境影响评价制度的由来及其发展现状进行了梳理,接着从环境影响评价
公众参与思想的产生背景、相关概念、制度功能、公众参与的对象、公众参与的内容、公
众参与的途径等方面对其进行了综述,然后从经济根源、经济动因、权利基础三个方面分
析了环境影响评价公众参与的理论基础。在专家咨询并亲自参与建设项目环境影响评价公
众参与环节的基础上,结合天津市建设项目环境影响评价公众参与的实际情况,分析了目
前我国环境影响评价公众参与中存在的不足。
本文采取判断抽样的样本选取方法,用调查问卷的形式,获取了目前天津市居民公众
参与主动性的相关数据资料。根据统计数据,分析了天津市居民公众参与现状,个人基本
属性包括性别、年龄、文化水平、职业、经济收入、居住地周围是否有新上马的建设项目
等因素对公众参与主动性的影响,并据此向政府环保主管部门提高公众参与主动性的相关
政策提出可行性建议,为政府进行公众参与的改革提供新的思路。

THE STUDY ON INITIATIVE OF
PUBLIC PRTICIPATION IN
ENVIRONMENTAL IMPACT ASSESSMENT
ABSTRACT
This article started with the origin and development of environmental impact assessment
(EIA), narrated the background, concept interrelated, system function, object of participation,
details of participation and way of participation, then analyzed the theoretical basement from
economic origin, economic motive and basement of right. Integrating the fact of public
participation in EIA for industry construction items in Tianjin, the article analyzed the problem
existed in public participation in EIA by means of consultation from experts and participation in
EIA personally.
This article got the data information about initiative of public participation in Tianjin city,
getting help from sampling and survey questionnaire. According to the data information, the
article analyzed the present institution of public participation of citizens, the influence on
initiative of public participation by base attribute including gender , age, educational level, job
occupation, e and whether new items building around them or not. And it will give
suggestions to help government improve the initiative of public participation in EIA and provide
a new mentality for the reform of public participation.
