农业产业集群发展研究-以宁夏红寺堡移民开发区为例

摘要

宁夏红寺堡移民开发区是宁夏最大的生态移民集中安置地,该项目开创了政府利用水利灌溉
工程、集中安置移民、规模最大项目的先河。1999 年 1 月,红寺堡开发区管委会正式成立,至今
不到 12 年。新的区划,新的建制,新的移民,新的产业,新的社区,“新”是开发区的独特优势,
不受传统地域农业划分的限制,可以实现规模化的划分,为实现规模化效应奠定了基础。红寺堡
移民开发区已经开始出现了农业产业集群雏形,如何挖掘农业生产的潜在优势,推进农业和农村
经济结构战略性调整,我们都有必要加强农业产业视角下的集群研究,推动政府改善和调整涉农
公共政策,将会对红寺堡开发区农业经济产生积极的影响作用。
本文的研究内容主要包括以下几个方面:首先是导论和理论综述。导论部分阐述了研究背景、
研究目的、技术路线、研究方法和可能的创新等内容。其次,红寺堡开发区农业集群现状分析。
该部分叙述了红寺堡开发区发展农业的优越条件、所处的产业集群阶段及集群发展过程中出现的
问题。再次,红寺堡开发区农业产业集群的实证研究。首先建立了产业集群发展影响因素指标体
系,随后运用层次分析法进行了分析,最后评价计算分析的结果。最后,对策建议。

Abstract

Hongsipu migration development zone which pioneered the the largest project of irrigation
projects and centralized resettlement by government is the largest ecological migration settlement in
Ningxia. It is less than 12 years since the mittee of Hongsipu migration development
zone founded in January 1999. It is featured by new plan, anizational system, new immigrants,
new industry and munity. “New” is the unique advantage of Hongsipu. Not limited by
traditional regional agricultural division, it can realize the scale division and e the foundation of
scale production. Hongsipu has appeared the embryo of agriculture industrial cluster. It is a challenge
task to develop the potential advantages of agricultural production and promote the strategic
readjustment of agriculture and the rural economic structure. It is necessary for us to strengthen the
study of agriculture industrial cluster to stimulatethe government to improve and adjust agricultural
pubic policy, which will have a positive impact on the development of agricultural economy in
Hongsipu.
