摘要
城市化是社会向前发展的代名词。城市化内涵丰富,是一个城市文明不断发展并向农村渗透
和传播,各种要素向城市聚集的过程。
人口城市化是城市化的主要特点。但是教育差距阻碍了农村人力资本的提高、收入和就业差
距延缓了农村居民向城市转移的步伐。本文认为,城市要实现可持续发展就必须帮助农村解决教
育问题、收入差距扩大问题和社会保障问题。现阶段的政策需要向农村做适度调整。
本文参考了国内外研究的一些成果,对所收集到的数据运用实证、辩证的分析方法,结合现
阶段城市化与城乡统筹相关理论、实践经验以及宁夏的实际情况对目前沿黄城市带发展提出了自
己的见解,即将城乡统筹的思维引入沿黄城市带城市化研究。通过数据对比发现宁夏沿黄城市带
城乡统筹目前存在城乡户籍制度差异、城乡居民收入差距不断扩大、农村贫困落后与大量农村剩
余人口并存、第三产业发展滞后四个问题。沿黄城市带作为全区经济、人口、资源的主中心,在
“十二五”期间肩负着实现宁夏跨越式发展的重任。因此,在城市化加速发展的过程中需要作出
科学合理规划和安排,即在城乡统筹视角下构建城镇体系,重点发展县域经济,做好城市分工,
注重环境保护,借助中阿博览会外部机遇,在政策允许调整的范围内为沿黄城市带构建发展之路,
促进宁夏走向繁荣富强。

Abstract
Urbanization is a synonym for society forward. Urbanization is rich in content, is a continuous
development of urban civilization, and spread to rural ration of various elements to the process of
urban agglomerations.
Population Urbanization is the main features of urbanization. But the education gap hinders the
improvement of rural human capital, e and employment gap between rural residents slowed the
pace of urban migration. This paper argues that cities are must to help solve the education problem,
e disparities and social security issues in rural areas to achieve sustainable development .At this
stage of the policy needs to be appropriately adjusted in rural areas.
This paper reference to a number of domestic and foreign research results, use evidence and the
dialectical method to the collected data, combined with urbanization and urban and rural areas at this
stage theory, practical experience and the actual situation in Ningxia cities along the Yellow River with
the development of the current proposed my own opinion,just the introduction of thinking about urban
and rural areas with cities along the Yellow River Cities Study. Through parison of the data I
