摘要
中小型企业在我国国民经济和社会发展中发挥着重要作用他们创造了大量的
工业总产值吸纳了众多的就业人口并且在一定程度上促进了社会化大生产改
革开放以来中小型企业发展虽然很快但是所处市场环境并不乐观在市场经济
条件下特别是我国加入 WTO 以来企业间的竞争日趋激烈买方市场日益强化
跨国公司大量进入给中小型企业带来了巨大的压力
在当今知识经济时代技术创新已经成为企业生存和发展的重要因素企业间
的竞争已由过去的以资本实力为主转变为以技术创新实力为主中小型企业要想在
激烈的市场竞争中立于不败之地唯一出路就是进行技术创新近些年来中小型
企业的技术创新状况较以前有所改观但创新效果仍不明显创新过程中存在很多
障碍这里面既有企业自身的原因也有外部环境的原因如不加以排除技术创
新效果不可能得到改善
本文正是从企业自身和外部环境两个方面着手分析影响中小型企业技术创新
的种种障碍因素包括技术创新观念落后技术创新要素缺乏企业内部管理不善
市场竞争不规范政府宏观管理滞后技术创新法律体系不健全技术创新社会化
服务体系薄弱等并对技术创新本身所具有的风险也做了一定的分析针对这些不
足文章最后提出了促进中小型企业技术创新的对策
本文所做的工作主要有(1) 依据科技部和国家统计局联合进行的企业技术创新
调查所得数据对我国中小型企业的技术创新进行了实证分析(2) 从企业自身和外
部环境角度对影响中小型企业技术创新的障碍因素做了较全面的分析(3) 对一些障
碍因素存在的原因做了深入的研究例如创新人员的缺乏和资金短缺等方面

Abstract
Middle and small-sized enterprises (abbr. MSSE) play an important role in national
economy and social development of our country. They have created plentiful industrial
output, admitted numerous employees and accelerated social production to a degree. Since
reform and opening, MSSE develop quickly, however, the market environment where
MSSE are located is not sound. Under market economy, especially after China has joined
WTO, petition among enterprises es more and more tense, the buyer market
strengthens increasingly and lots of multinational corporations have entered China, MSSE
are confronted with tremendous pressure.
In the era of knowledge economy, technological innovation is an important factor to
the survival and development of enterprises. petition among enterprises mainly
lies on technological innovation capability instead of capital capability. To survive
essfully in fierce petition, the only way for MSSE is to develop
technological innovation. Compared with the past, the condition of technological
innovation of MSSE has improved a lot, but the innovation result is still unsatisfactory.
