文档介绍：安徽大学硕士学位论文合肥高新区行政管理体制研究姓名:孙飞申请学位级别:硕士专业:行政管理指导教师:丁先存201104摘要合肥高新区作为安徽省自主创新的高地,肩负着承接高端产业转移和打造合芜蚌自主创新综合试验区先行区的重任。在建设皖江城市带承接产业转移示范区的历史机遇面前,高新区管委会进一步解放思想,突出重点,勇于创新,狠抓落实,力争更好更快的发展。合肥高新区自成立以来,与纵向比,取得了突飞猛进的成绩,但是与国内发达地区的高新园区相比,合肥高新区在园区规模、企业总量、外资引进、创新能力上还存在不小的差距。在影响高新区二次创业的各种难题中,行政管理体制问题是高新区建设与发展的基础性因素。如何创新高新区的管理模式,使其在二次创业中加快建设发展,增强高新区的体制、制度优势,已经成为我们面临的一个新课题。因此,合肥高新区行政管理体制创新工作迫在眉睫,通过对园区管理模式的不段探索,用制度上的优势减少发展的束缚,努力创造优越的投资环境,提升综合竞争力,迅速抢占皖江城市带承接产业转移的历史机遇,提高合肥高新区承接产业转移的能力,以此促进合肥市产业结构调整与升级,拉动地方经济发展,提高合肥城市形象。本文在对国内外高新区管理模式的分析比较基础上,介绍了合肥高新区现有管理模式的现状,对合肥高新区现行管理模式中存在的问题进行了分析,明确了高新区管理模式创新的制约因素,并提出了合肥高新区管理体制创新的思路和途径。关键词:高新区;创新;管理体制AbstractAnhuiHefeiHigh—techareasasinnovationhighground,shouldertoundertakehigh—prehensiveHefei,,Hi-ofurtheremancipatethemind,focus,innovation,implementtheplan,-techZonesinceitsinception,andverticalratio,ess,butwithaleadinghi曲-paredHefeiHigh-techZoneinthetotaleconomy,scienceandtechnologydegree,ortheintroductionofthescaleandlevelofforeigninvestmentpointofview,—techzonesinvariousfactors,theissueofadministrativemanagementsystemconstructionanddevelopmentofhigh-—techzonemanagement,toenablethemtomeettheneedsoffasterdevelopmentofthenextsteptOenhancetheinstitutionalhigh-techzones,,HefeiHi91l—techZonemanagementsystemmustbeinnovativeinthedevelopmentandconstructionmanagementtoseekabreakthroughinthedevelopmentandconstructioninordertosolvesomeofthefollowingquestionsintheface,andstrivetocreateafavorableinvestmentenvironment,petitiveness,rapidlyseizetheLittleCitywithaIndustriestorelocatetotheinitiativeHefeiHigh-oimprovetheabilityofindustriestorelocateinordertopromoteindustrialrestructuringandupgradinginHefei,drivinglocaleconomicdevelopment,,thedomestica
