出口加工区发展问题研究
摘要
加工贸易在国民经济中的比重持续上升,在运行过程中出现了一些不容忽视
的问题,出口加工区是为了规范加工贸易而设立的特殊经济区域,是我国外向型
经济发展的产物,是国际分工的必然结果,是经济全球化背景下连接国际国内两
个市场、两种资源的重要桥梁,是承接台。我国从 2000
年批准设立第一批出口加工区以来,出口加工区发展态势良好,有效地促进了我
国外向型经济的发展,但也存在着严重的不均衡和功能单一、发展受阻等问题,
出口加工区作为具有承载产业转移先天优势的特定经济功能区域,在生产方式变
革的大背景下将何去何从是值得我们深入研究的问题。
本文采用理论和实证相结合进行研究,首先从理论入手阐述了出口加工区的
定义、特点,形成机理,剖析了我国出口加工区发展的现状、存在的问题及原因,
系统地分析了出口加工区在规范加工贸易、推动产业结构升级调整、对腹地经济
的辐射作用等角度分析了出口加工区的发展对我国经济的贡献;实证部分以成功
运作的昆山出口加工区为案例分析了昆山出口加工区的示范效应。运用斯蒂格利
茨乘数模型测算了出口加工区的宏观经济效应;运用彼得-G 沃尔(Peter G..Warr)
教授的成本—效益模型,用净现值法计算了出口加工区对社会的福利经济效应;
运用随机前沿生产函数理论和方法测算了出口加工区的技术效率、规模效率等;
在此基础上提出了相应的政策建议及发展对策,并指出出口加工区将通过高科技
工业园区集群最终向自由贸易区发展。全文兼具理论价值和实际意义,为解决出
口加工区建设和发展中所存在的一些突出问题提供了借鉴和参考。

The Research on the Development of
Export Processing Zone
ABSTRACT
The ratio of processing trade is rising quickly. But too much processing trade
brings to some problems such as smuggle. So Chinese State Department decided to
set up Export Processing Zones in 2000 in order to perfect the management of
processing trade. Export Processing Zones (EPZs) are an important part in the
regional economic growth in developing countries and regions; they are the important
flat roof of carrying on international industry diversion. Export Processing Zones
develop well from 2000; they improve the development of out-oriented economy,
induce the pressure of job-getting of china and so on. But they also show some
problems such as imbalance, singleness of function and so on. As a special economy
function area, export processing zones’ developments deserve researching and paying
special attention to.
This paper outlines the backgrounds and aims, building, management and major
policies of EPZ, and gives a summary of the enlightenment and lessons which can be
drawn from the EPZ. This paper also explores the potentiality of (EPZs) as a
development strategy for china using the KunShan EPZ
