廊坊市循环经济评价指标体系及发展模式研究
摘要
循环经济是相对于工业化以来高消耗、高排放、低产出的资源—生产—消费—废弃物
排放的线性经济而言的,它从物质循环角度倡导在“资源—生产—消费—二次资源”闭环
模式下发展经济。要求以环境友好方式开发和利用资源,以较小的资源和环境代价、更高
的效率和效益,通过实施“减量化、再循环、再利用”的 3R 原则,实现资源低消耗、生
产高效率和污染低排放,达到经济系统与自然生态系统的和谐相容,从而实现经济、环境
和社会的可持续发展。
本文以廊坊市为研究的地域单元,以发展循环经济、建立循环型社会为目标,首先对
廊坊市的经济、社会、环境和产业结构、工业布局等整体现状进行调查分析,通过现状分
析,找出了廊坊市循环经济发展的有利条件和不利因素,然后以此为依据,构建了廊坊市
循环经济发展评价指标体系,该指标体系以循环经济思想为核心,由经济社会发展、循环
经济建设、生态环保建设、绿色社会管理四大系统、 11 个要素、30 个指标构成,全面反
映和衡量了循环经济发展水平。评价指标体系的建立,为廊坊市循环经济的建设和发展提
供定量的诊断依据。最后探索性的提出了廊坊市第一、二、三产业的循环经济发展模式和
循环型社会的发展模式,并提出了能够保障廊坊市循环经济顺利发展的措施。

ABSTRACT
The circular economy is opposite to the linear economy which make the high consumption,
high discharged and low product since the industrialization. It advocates that we should develop
the economy from the material circulation angle. It requests we should develop and use resources
with low resources and environment consumption and high efficiency and benefit by
environment friendly way. Thus realizes the economy, the environment and society developing
sustainable.
In this paper, we mainly studied and estimated the natural conditions, economic conditions
for the society, population quality, and resource status in Lang fang. From the estimation for the
existing state, we have found the superiority and inferiority to develop circular economy in Lang
fang .Then we construct the circular economy development appraisal target system. This target
system posted by 4 systems, 11 factors and 30 targets, which reflected the development
level of the circular economy. This target system has provided the evidence for developing
circular economy in Lang fang. At last, we proposed the developing pattern of circular economy
