摘要:集群治理机制是集群企业为了克服集群中其它企业产生的负外部性,在约束条件下自
主选择出的某种制度。集群中的企业会根据信息与实施的成本自主选择治理方式,或者选择
自我实施的关系治理,或者选择社会网络治理,或者选择政府治理。集群治理制度是集群系
统内生的;外部提供的制度仅仅提供了制度环境,或者扩大了企业的选择集,只有在成本较
低的集群内部治理失效的时候,集群企业才会去选择外部治理。基于 Dixit 等人的经济治理
理论模型,构建了适用于产业集群治理的双边关系治理模型,讨论了集群企业选择各种治理
方式的基本条件,并得出了一些理论结论。这些结论对于政府在产业集群治理中承担什么样
的角色提出了新的看法。

Abstract: Cluster governance is some institution self-selected by the cluster firm on the constraint
conditions, in order to e the negative externalities generated by other firms in the cluster.
Based on the cost of information and implementation of governance to choose, Cluster firm choose
self-enforcing relationship governance, or the work governance, or government governance.
Cluster governance institution is endogenous by cluster system; externally supplied institution only
provides an environment, or expands the firm's choice set, only in the lower-cost cluster internal
governance fail, the cluster will be to select the external governance. Based on the economic
