基于矿产资源型的县域循环经济发展研究
摘要
县域经济作为联系城市和农村经济发展的桥梁和纽带,是我国国民经济极其重要的组
成部分,而矿产资源型县域经济则更是在我国国民经济和社会发展中占有举足轻重的地
位,寻求适合矿产资源型县域的发展模式对于实现县域可持续发展意义重大。
循环经济作为一种新兴的经济发展模式,为矿产资源型县域提供了一条新的发展途
径。循环经济是国际社会在推进可持续发展进程中探索出的一种实践模式,其强调最有效
的利用资源和保护环境。循环经济本质上是一种生态经济,其改变了经济增长只能靠消耗
资源、破坏生态环境的传统经济发展模式,是一种资源和生态环境协调发展的新经济模式。
本文以矿产资源型为前提,以循环经济为切入点,以县域为研究对象,以实现矿产资
源型县域经济可持续发展为目标,在探讨资源型城市(镇)相关概念以及循环经济相关理
论的基础上,对矿产资源型循环经济(矿业循环经济)的发展模式进行了探索,并构建出
了资源型县域循环经济的评价指标体系,同时对评价方法也进行了研究。最后,本文以迁
西县为实例,通过对迁西县经济总体发展现状和矿产资源开发利用现状的调查和分析,找
出了目前迁西县经济社会发展存在的问题,指出了迁西县发展循环经济的必要性和紧迫
性。在此基础上,论文从迁西县实际出发,结合运用主成分分析法和层次分析法,对迁西
县的循环经济发展水平进行了实证评估,并从不同层面不同角度提出了迁西矿业循环经济
发展建设的可参考模式;同时,论文最后还分别从宏观和微观两个方面提出了迁西县循环
经济发展的支撑保障体系。

The county economy,bination department of city’s economy,which is most important
part of the national ,The Circular Economy based on Mineral Resource Type
County play an very important role in the national economy and social development,therefore,
seeking the mode of development which adapts to the Circular Economy based on Mineral
Resource TypeCounty,has important meaning to achieve the sustainable development.
As the new emerging economical development mod, the Circular Economy provides the
new realization way to develop the Circular Economy based on Mineral Resource Type County.
