矿产资源型县域经济转型研究—以迁西为例
摘要
我国的资源型城市曾在社会主义经济建设中发挥了重大作用。随着资源的开采,许多
矿业城市正面临着矿竭城衰的困难。资源枯竭型城市经济转型及可持续发展问题已成为一
个带有普遍性的问题,因此资源型城市的特殊性使得经济转型成为城市在发展到一定阶段
后的必经之路。经济转型的成功与否不仅关系到整个国民经济的运行,而且还是一个社会
问题,关系着我国社会的安定团结。
迁西经济的发展步伐虽然很快,但经济呈现滑坡。2006 年位于河北省百强县第三,由
于金融危机对铁矿价格的冲击,2008 年上半年数据显示却榜上无名。究其原因主要还是迁
西过分依赖当地的矿产资源,目前迁西达到规模效益的接续主导产业还没有形成,转型之
路还相当长。因此,接续主导产业的选择无疑是迁西经济转型能否取得成功的关键。
本文首先就资源型城市和经济转型的概念以及我国资源型城市的特征作了论述,其次
详细介绍了迁西经济转型的必要性,和现实依据-国外资源型城市转型的成功经验以及我
国资源型城市经济转型的转型经验,确立了迁西经济转型的模式为: “产业延续”和“接
替产业”两种形式并存的复合型模式。再次在转型模式的基础上分析了迁西三次产业构成、
以及产业结构调整问题,并运用因子分析法对迁西接替主导产业进行了实证分析,确立了
迁西未来接替主导产业发展的方向为:黑色金属矿采选业、通用设备制造业、现代化农业、
旅游业。最后对迁西经济转型进行了 SWOT 分析,并提出了一些经济转型的政策建议。

AN EXAMPLE
Abstract
China's resource-based cities in socialist economic construction have played a major role.
With the exploitation of resources, and many cities are facing the mining city of mineral
depletion decline difficulties. Resource-exhausted cities economic transformation and
sustainable development have e a universal issue, so the special nature of resource-based
cities of urban economic restructuring led to a certain stage in the development of a must. The
ess of economic restructuring is not only directly related to the operation of the entire
national economy, but also a social problem that the relationship between social stability and
unity in our country.
Although the pace of economic development about Qianxi is rapid,but the economy shows
signs of downturn. Qianxi is located the third Hundred strong counties in 2006 in Hebei
Province,but due to the financial crisis shocking on iron ore price,it showed that it didn’t make
