河北省科技资源配置能力评价及优化研究
摘要
科技资源是人类社会的宝贵财富,已成为经济社会的第一资源。作为区域科
技能力建设的主要环节和重要组成部分,科技资源配置能力是区域内高效运用和
整合科技资源的能力,体现了一个地区对科技资源在社会各层次的协调和分配能
力。近年来,河北省科技水平大大提高,政府投入的科技经费逐年增加,科技人
力资源数量增加,质量提高,但是科技资源的增加仍然不能满足科技发展的需求,
而且资源的配置存在很多问题。在此背景下,研究河北省区域科技资源配置能力
及优化配置的理论和方法,并对其进行评价与优化,对于加快科技体制改革的步
伐,提高科技资源配置能力具有重大的意义。
本文在认真研究了国内外关于科技资源配置理论的基础上,针对河北省科技
资源配置的现状,重点采用实证分析的方法,对河北省的科技资源配置能力进行
评价和分析:首先,本文深入研究了与文章主题有关的理论基础,包括资源配置
理论,科技资源优化配置理论及优化理论;其次,本文从科技投入,科技产出及
配置环境三个方面对河北省科技资源配置的现状进行了剖析;然后,本文深入阐
述了科技资源配置能力的内涵及评价模型的构建,在此基础上建立了一套科学、
简洁的评价指标体系,并利用因子分析法和聚类分析法的有关理论和方法建立了
具体的评价模型,对河北省科技资源配置能力进行了系统的评价;最后,本文基
于上述章节的内容指出了河北省在科技资源配置中存在的问题,从科技人力资源、
科技财力资源和科技资源配置外部环境三方面提出了优化河北省科技资源配置的
对策和建议。

ABSTRACT
Science and technology resources are precious wealth of human society and the
first resources of the munity. As the key link and important part of the
ability of an area building, the capacity of science and technology resource allocation is
the ability to distribute resources within the region effectively. It reflects a region's
ability of science and technology resources in munity at all levels of
coordination and distribution. In recent years, Hebei Province had gained great
achievements in science and technology development and science and technology
budget that government devotion has increased year by year, human resources in
science and technology have improved not only in quantity but also in quality, but the
supply still cannot meet the need. There are many problems in the allocation of science
