摘要
在知识经济时代,高层次人才地位日渐凸显,人力资本积累、技术进步已成为经济体
系的内生变量。在某些情况下,即使不增加外生变量也能够实现经济持续增长,这一驱动
力就是人力资本的不断积累。在 21 世纪新的经济背景下,以人力资本的集聚和有效利用为
经济发展的主要推动力,是中国经济实现可持续发展的必然选择,也是河北省经济发展的
必然选择。通过合理配置和流动使有限的高层次人才资源发挥最大的效能,做到“人尽其
才,才尽其用”,对于河北省经济实现由粗放型向集约型、劳动密集型向知识密集型的转
变具有深远的意义。
论文采用定性分析与定量分析相结合的方法。首先对高层次人才相关的理论基础进行
了综述,如人才概念与高层次人才概念的界定,相关的人力资本理论等。然后通过多种计
量经济学方法对河北省高层次人才优化配置的相关理论、数据进行了实证分析:一、在对
河北省高层次人才优化配置进行研究之前,运用因子分析方法对当前河北省的人才现状进
行了综合评价,以求对河北省的总体人力资本水平有个清楚的了解。二、通过时间序列分
析中的向量自回归理论、方差分解理论对河北省高层次人才、中等层次人才和经济增长率
之间的关系进行了研究,分析了河北省高层次人才的配置效率。三、利用灰色预测模型预
测河北省高层次人才未来五年的需求总量。四、选用博弈论中的完美贝叶斯均衡模型,对
人力资本市场的优化配置进行了研究。最后,提出了适合河北省高层次人才发展的优化配
置策略。

THE RESEARCH ON THE OPTIMAL DISTRIBUTION
OF HIGH-LEVEL TALENTS IN HEBEI PROVINCE
ABSTRACT
At knowledge economy ages, the position of high-level talents highlights gradually, and the
human capital and technical progress have e endogenous variable of economic
system .Under some condition, economy growth still achieve perfectly even without exogenous
variable increasing. The constant accumulation of human capital is the driving force. The main
motivation of economic development is Human capital accumulation and effective utilization
under the knowledge economy background, which is also the inevitable choice for sustained
development of Chinese economy, so does to HeBei province. HeBei makes the limited
high-level talents exert the maximum effect with reasonable distribution and fluxion in order to
attain ‘making the best possible use of men and exert them on proper place’, which have
profound meaning for economy development in HeBei.
