新型农村社会养老保险的财政支持力度研究

摘要
农村社会养老保险制度作为农村社会保障体系的核心组成部分,它的建立保
障了农村居民老年的基本生活,维护了社会的和平与安定,是农村社会养老保险
制度在缩小城乡差距、实现公平目标和互济功能方面的集中体现。新型农村社会
养老保险政策顺应社会经济的发展,提出“个人缴费,集体补助,财政补贴”的
筹资模式,个人、集体和国家共同分担缴费责任。本文旨在前人研究的基础上,
对财政支持农村社会养老保险的必要性、可行性及财政可承担力度等问题进行了
进一步研究:首先,通过预测未来三十年的人口结构情况,根据新型农村社会养
老保险账户的收入与支出模型,测算了未来三十年的农村养老保险账户的供求缺
口情况,预测了财政对农村养老缺口的补贴比例,最多只需财政拿出其收入的
%,就足以满足农村居民老年生活达到中等生活水平。其次,通过对农村养老
金发放标准的测算,说明了财政对农村养老补贴的发放标准应该根据农民的收入
增长水平进行调整。
本文共分六部分。第一章绪论,首先阐述了论文选题的目的和意义,然后回
顾了国内外相关文献研究,并在此基础上提出了本文研究的创新点,最后对本文
的研究方法做了介绍;第二章是本文研究的基本理论框架,主要阐述了财政对农
村养老保险财政补贴的理论依据;第三章是国外农村养老保险的经验介绍,为我
国新型农村养老保险的实施提供了经验借鉴,也说明了我国在建设农村社会养老
保险的过程中,需要政府财政的投入和支持;第四章,介绍了我国农村养老保险
财政责任的发展历程,新实施的农村养老保险试点方案标志着我国农民养老问题
走上了一个新台阶;第五章,对新型农村社会养老保险在未来三十年的收支平衡
状况进行了预测,对政府财政补贴的情况进行了分析;第六章,政府财政对农村
养老保险补贴的有关政策建议。包括明确政府责任,加大政府财政支出对农村养
老保险的补贴力度,政府补贴的方式和标准以及其他相关政策建议。

ABSTRACT

As a ponent of the rural social security system, rural social endowment
insurance system which maintains social peace and stability guarantees the basic
livelihood of the rural elderly residents. In bridging the gap between urban and rural
areas, achieving equity objectives and mutual economy, the rural social endowment
insurance system is playing the role of conditioner. The new rural social pension
insurance policies are conformed to the social development, and give the principle
that individual, community and government are all in charge of the funding. On the
basis of the previous studies, this studies two aspects as following: firstly, according
to model of the e and expenditure account in new rural social pension insurance,
by the population structure of the next three decades, calculates the e and
expenditure of rural endowment insurance account in the future three decades with the
purpose of moderate standard of living. Then it calculates the account gap about the
rural endowment in
