新型农村社会养老保险制度中政府财政支持研究

摘要
本文在梳理相关历史文献及研究成果的基础上,对现行新型农村社会养老保险
制度(下文简称新农保)中存在问题进行剖析,借鉴国内外经验,从城乡统筹的视
角,对政府财政支持新农保进行改进性研究,希望通过对政府财政支持的改进,使
新农保在养老保障水平、公平性等方面有所提高,使新农保更具有可持续性。
本文围绕着新农保政府财政支持这一主题,进行研究。
首先,阐述我国农村社会养老保险制度历史沿革,论述政府介入农村社会养老
保险的理论依据,探求了政府介入新农保的现实需要,并对其他国家农村社会养老
保险中政府财政支持进行比较,总结出对我国政府支持新农保建设的借鉴意义。
其次,分析了目前新农保中财政支持的不足与缺陷,重点研究政府财政支持改
进的措施,提出整合中央政府、地方政府用于新农保的资金,共同提供基础养老金,
且按上一年农民人均纯收入 20%发放。测算基础养老金制度改进后所需财政资金数
量及政府财力上的可行性,并结合我国未来经济发展、财力增长、人口老龄化的状
况,论证了基础养老金制度改进后的新农保财政支持可行性。
再次,进一步研究各级政府对新农保制度的财政支持。分析各级政府在新农保
中的职能及资金供给边界。对新农保财政供给体制进行改进,以期改进后的供给体
制使得各级政府在新农保中的财政责任合理化、规范化及制度化,以利于新农保可
持续发展。
最后,研究新农保的预算支持。财政预算是政府履行在新农保中责任的最强有
力的制度保证。本文明确新农保预算支持的目标、原则,探讨了新农保预算模式,
架构了新农保预算管理的基本框架,提出依托社会保障预算改革,完善新农保预算
支持具体方案。

Abstract
This paper, based on the relevant historical documents and research findings,
analyzed the problems in the existing new pension system in rural. By learning from other
countries' experiences, from the perspective of urban-rural integration, the paper
researched the government financial support in the new pension system in rural, and
hoped that through improving the government financial support, the new pension system
in rural will develop more sustainably.
This paper focused on the theme of the government financial support in the new
pension system in rural.
Firstly, it expounded the development of the rural pension system in China, and
discussed the theory of the intervention of government, explored the practical needs of
intervention of government, compared the government financial support in rural pension
system among advanced countries, and drew on the experiences for building the rural
pension system in our county.
Secondly, it analyzed the deficiencies and defects of financial support of the current
new pension system in rural, focused on improving me
