摘要
城乡规划实施是城乡规划工作的重点环节,是落实城乡规划内容、实现规划目标
的主要过程。我国目前正处在快速城市化时期,城乡规划实施工作在这样一个特殊的
时代背景下有着重要的意义和价值,然而在具体的规划实施过程中却存在着执行难的
问题,对我国城乡社会、经济的发展产生了重大影响,所以对于城乡规划实施“执行
阻滞”问题根源的剖析以及相关建议的提出就显得尤为重要。
城乡规划是一项公共政策、城乡规划实施对应于公共政策的执行、城乡规划实施
直接关系着相关社会资源的整合与再分配,从公共管理视角对城乡规划实施执行阻滞
进行研究,可以从利益诉求等角度对该问题进行较为深入的分析。本文在整理城乡规
划实施执行阻滞问题具体表现和基本特性的基础上,首先,借鉴公共管理的视角对城
乡规划实施执行阻滞问题进行了解读与分析研究;然后,借助城乡规划实施过程中博
弈利益组成定性模型的构建,对相关利益博弈内容进行合理与不合理性分析,从而得
到利益博弈中的合理因素与不合理因素;最后,基于对城乡规划实施管理主体自身“比
较利益”的诉求、具有的特殊权利、多重利益身份以及监督检查不健全等内容的分析
基础上,提出城乡规划实施管理主体多重利益身份是造成规划实施“执行阻滞”问题
主要诱因的结论。随后,在第四章内容中从制约规划实施管理主体利益身份的角度出
发,分别从改变传统的规划实施管理观念、完善城乡规划实施管理机制和健全城乡规
划实施制度三个方面提出了一些意见和建议。并在文章最后总结了本文的不足之处和
有待进一步研究的内容。

Abstract
Urban and rural planning implementation is not only the important link of urban and
rural planning work, but also the main process of carrying out the planning content as well
as realizing the planning aim. China is now in the rapid urbanization period at which urban
and rural planning implementation work has its important meaning and special value.
However, there exist a lot of policy-hindrance phenomenon while the concrete planning
implementation process which has exerted great influences on the development of China’s
urban and rural society and economy. In this sense, it is particularly important to make a
study on the policy-hindrance of urban and rural planning implementation and meanwhile
give the related suggestions.
Urban and rural planning is a kind of public policy, and then its implementation is
corresponding to the public policy implementation as well. Such kind of implementation
has directly relation to the integration and redistribution of related society resources.
