文档介绍：I新疆石油产业影响力研究摘要石油与天然气资源是新疆最具优势的能源类资源,累积探明地质储量居全国第二位,以石油与天然气资源为依托的新疆石油产业具有巨大的发展潜力和广阔的发展前景,21世纪新疆也是国家资源接替区,同时也是开发的重点。经过60年发展,石油产业已成为新疆的主导产业之一。研究新疆石油产业影响力对优化新疆石油产业发展、扩大与中亚、南亚的能源合作、保持边疆稳定和民族团结以及新疆经济持续协调发展具有十分重要的现实意义和理论价值。本研究采用实证研究与规范研究相结合、定性与定量相结合的分析方法,以产业布局理论、产业集中度理论、可持续发展理论﹑比较优势理论﹑矿产资源的耗竭性理论为依据,科学、系统、全面地分析新疆石油产业对区域经济的影响力,针对新疆石油产业的发展现状与问题、石油产业的区域经济投入效应、产出效应、产业关联效应等问题展开了较为深入的研究,并且提出了协调石油产业与区域地方经济发展的对策建议。研究发现,新疆石油工业的投资在全社会固定资产投资中起到举足轻重的作用,对新疆固定资产投资的拉动力度较大,石油产业发展的投入效应显著;石油产业对区域GDP和工业总产值的直接拉动作用也比较明显,石油产业对新疆区域经济的产出效应较好;从感应度系数角度来看,新疆石油产业对其他行业的需求影响较大。但是,通过影响力系数反映出,石油产业对其他行业的影响力非常弱,特别是新疆比较发达的石油和天然气开采业的影响力列在各行业最后;由菲德两部门模型计算发现,石油产业产出每增加1元钱,假定其它条件不变,,表明新疆石油产业对区域经济增长的直接贡献及其通过外溢作用而产生的间接贡献并不大,石油产业的区域经济的影响力较差。为此本文在构建协调新疆石油产业与区域经济发展的原则框架的基础上,提出了如下对策与建议:优化石油产业自身结构,促进石油产业迅猛发展;以石油产业拉动特色产业,推动资源地群众脱贫致富;改进资源税制,发挥税收的宏观调控作用;加快油地体制健全完善步伐,创新融合经济发展体系;加强石油产业发展中的生态环境保护,保障油地双方可持续发展。关键词:石油产业影响力新疆IIStudy on Influence of Petroleum Industry in XinjiangAbstract Petroleum has an advantage over any other energy resource in Xinjiang where it has the second-largest accumulated and geological surveying resources. Basing on petroleum resource, the petroleum industry of Xinjiang has a great developing potentiality and broad prospects. With 60 years’ development, petroleum industry has already e one of the dominant industries in Xinjiang. The study on the influence of Xinjiang petroleum industry has the realistic meaning and theoretic value which have a great significance for promoting the development of Xinjiang petroleum industry, ensuring safe strategy of country’s energy, increasing energy cooperation with Middle and South Asia, maintaining the stability of border area and nation unity as well as continuing the balanced economic development of Xinjiang. Basing on the theory of industrial distribution、the theory of industry concentration、the theory of sustainable development、the theory parative advantage、the theory parative advantage and the theory of mineral depletion, this study adopts methods
