On the basis of the theory of sustainable development,the writer uses the central cities in the western China as subject, and gives his ownunderstanding to urban sustainable development by means parative analysis,inductive analysis, Delphi technique, questionnaire, statistics and etc. Then, the theoryof sustainable development is outlined, evaluating indicator system is offered,innovative patterns of urban . management is explored and that the stakeholdersparticivate in urban management is also discussed. Finally, the writer makes a verticaland horizontal analysis of sustainable development of Xining is the conclusion: the urban problems e from urban no sustainabledevelopment; the essence of the sustainable development isdemands and regard this as our standing point as well as our findto meet the peoplesaim; urban sustainabledevelopment requires harmonious development among the five aspects of resources,environments, economy, technology and society. But onsustainable development has it's stage characteristics. So,the other hand, the urbanwe should take this intoconsideration when we carry out the strategy of urban sustainable development.
