So it is theoretically and practically necessary for us to study the sustainable development of central cities in the west of China. This paper is meant to study the theory, methods and count measures of the western urban sustainable development. On the basis of the theory of sustainable development, the writer uses the central cities in the western China as subject, and gives his own understanding to urban sustainable development by means of comparative analysis, inductive analysis, Delphi technique, questionnaire, statistics and etc. Then, the theory of sustainable development is outlined, evaluating indicator system is offered, innovative patterns of urban . management is explored and that the stakeholders particivate in urban management is also discussed. Finally, the writer makes a vertical and horizontal analysis of sustainable development of Xining city. Here is the conclusion: the urban problems mainly come from urban no sustainable development; the essence of the sustainable development is demands and regard this as our standing point as well as our find to meet the peoples aim; urban sustainable development requires harmonious development among the five aspects of resources, environments, economy, technology and society.
